        "content_text": "# THE CHINA MAIL.\n\n## HONGKONG, FRIDAY, MAY 2, 1879.\n\n### GENERAL GRANT IN HONGKONG.\n\nThis morning at eleven o'clock, General Grant attended at the United States Consulate and received a considerable number of ladies and gentlemen who were desirous of having the honour of being introduced to him. The Consul, Col. Moneby, and his clerk Mr Rickards, saw to the proper formal introduction of each presentee, and everything passed over most successfully and quietly. The Consulate was adorned with flags. Outside were displayed the Stars and Stripes, and the Peruvian flag; and in the entrance hall were displayed the American flag and the Peruvian, with the Portuguese and Italian flags on either side of the doorway.\n\nThe American Consulate is at the same time the Peruvian Consulate. Over the doorway leading to the reception chamber were the English and American flags. In the reception room, the Russian and German flags were hung. The reception did not last long, less than an hour being occupied altogether. The following is as complete a list as could be obtained of those who were present. General Grant, his son Lieut.-Col. Grant, and Mr Russell J. Young, who accompanied him, after the reception proceeded to Government House to tiffin, and spent most of the afternoon there. During the afternoon Messrs. Roberts and Shorter, the billiard players, had the honour of playing at Government House, before His Excellency and General Grant, the ladies, and the other members of the party. The Governor and General Grant drove round the town in the course of the afternoon.\n\nTo-night, a dinner will take place at Government House, when about twenty guests will be present. Mr and Mrs Robert Hart, who proceed to Shanghai to-day by the French steamer, were among the guests at Government House last night. To-morrow night a State Dinner will be given, when about forty guests will be present, all official guests appearing in full uniform. The Band will be in attendance, and a reception will be held from 10 till 12; when the brilliant lighting up of Government House Gardens will add additional beauty and attraction to this evening's entertainment. Half way up the hill, in Wyndham Street, a capital transparency portrait of General Grant, with on the other side the British and American flags, has been exposed every night, lighted up brilliantly, and has attracted much attention. The lamp is shown over the house of Mr Moore, an American.\n\nGeneral Grant is a man in appearance about fifty years of age, although actually seven years older, having been born in 1822, 27th April. He looks uncommonly fresh in spite of the tear and wear of War's alarms, and the worrying and trying boredom of being lionized as he has been for the past six months or more. He is rather under than over the average size, has a fresh ruddy face, and brown hair of a grayish hue. He is evidently a man of most unassuming manners and most dogged resolution, and when he gets into his favourite attitude, crossing his knees and leaning slightly forward, with his cigar in his hand, he recalls to one's recollection the five or six hundred portraits we have all seen of him, either during the war or the term of his double presidency.\n\nIn conversation he is a willing participator, and talks genially and pleasantly.\n\nPage 333",

The instructions received from the Secretary of State for the Colonies which have resulted in the withholding of clearances from certain neutral steamers in the Port do not call for the co-operation of His Majesty's Navy, and are of a strictly confidential nature which I am not at liberty to communicate to anyone except to the two officers whom I must employ in carrying out the action imposed on me, namely the Superintendent of Imports and Exports and in the ultimate resort the Harbour Master.\n\nI have to add that while I am anxious on all proper occasions to co-operate with the local Naval Authorities, I am unable to accede to your request that all matters relating to shipping should be communicated to you. It is obvious that in a great mercantile port like Hongkong there are many matters relating to shipping which from the subject of correspondence with, and instructions from the Secretary of State for the Colonies, and which until the co-operation of His Majesty's Navy is involved are quite unnecessary to communicate, even in war time, to the Naval Authorities.\n\n(Sd.) I regret that I am in entire disagreement with the report for the reasons stated to Your Excellency in my letters No.024 of 13th and 23rd June.\n\nThe Committee apparently still decline to make any definite statement and wish to be arbiters of local and Imperial requirements.\n\n4.         "content_text": "No.024A/42.\n\nCOPY.\n\n\"TAMAR\" at Hongkong.\n\n30th October 1917.\n\n13\n\nSir,\n\nI have the honour to acknowledge the receipt of Your Excellency's letter No.3456/1916 of 27th October, enclosing a copy of a letter from the Vital Requirements Committee in regard to the release of further British vessels from the Hongkong, China and Indo-China trades. I have telegraphed a digest of the Committee's report to the Commander in Chief, and am forwarding him a complete copy of the correspondence on the subject.\n\n2.- As regards the last portion of paragraph 5 of the Committee's report, I wish to point out that consideration was primarily given to the selection of loose or \"tramp\" tonnage and the majority of the vessels of this class now remaining are either unsuitable for the required purpose or their services have been considered by the Shipping Controller of sufficient importance to preclude their requisition. I am however hopeful that some of these may still be made available.\n\n3.- I wish to take the opportunity of suggesting to Your Excellency the appointment of a Government Representative on the Vital Requirements Committee, and that, if convenient, the members of the Committee might be reduced and that grave consideration should be given as to whether further assistance can be given Imperial requirements either by the requisitioning of vessels for Colonial purposes or/and by the prohibition of certain imports or other means taken so as to afford the maximum assistance to the Imperial Government. I need hardly say that I offer the above suggestions with great respect and with the full realisation of what I consider to be the urgency of the situation.
