TEMPLE, C.I.E., President, Rangoon Municipality, to the Secretary to the Chief Commissioner, Burma,-No. 1759-745, dated the 9th February 1894.\n\nI HAVE the honour to forward a copy of resolution No. IV of the Municipal Committee, dated the 6th January 1894.\n\n\"Read memorandum by the President dated the 20th January 1894, reporting on the result of his enquiries regarding prostitution and solicitation in Rangoon,\n\nProposed by the President, seconded by Mr. Miller, and carried, that the local Government be asked to take steps to amend the Lower Burma Municipal Act, 1884, so as to include in it the two following sections :-\n\n### Brothels\n\n(a) (1) On the complaint of three or more inhabitants of a Municipality that a house in their neighbourhood and within the limits of the Municipality is used as a common brothel, or lodging house for prostitutes, or disorderly persons of any description, to the annoyance of the respectable inhabitants of the vicinity, any Magistrate of the first class, having, as such, jurisdiction in the place where the house is situated, may summon the owner or tenant of the house to answer the complaint, and, on being satisfied that the house is so used, and is therefore a source of annoyance and offence to the neighbours, may order the owner or tenant to discontinue such use of it; and if he shall fail to comply with such order within five days, may impose upon him a fine to the extent of twenty-five rupees for every day thereafter that the house shall be so used.\n\nThis section shall take effect in a Municipality only after it has been specially extended thereto by the local Government at the request of the Committee.\n\n### Penalty for solicitation\n\n(b) (1) Whoever importunes, solicits or molests any person, or sits or loiters for the purpose of prostitution, or on behalf of a prostitute, or performs any act which amounts to solicitation for the purpose of prostitution, or on behalf of a prostitute, shall be punishable with fine which may extend to one hundred rupees, or with imprisonment for a term which may extend to fourteen days for every breach of this section.\n\n(2) Whether any act that has been performed amounts to solicitation for the purpose of prostitution, or on behalf of a prostitute, shall be decided by the Magistrate having jurisdiction in each case.\n\n(3) Every breach of this section shall be a cognizable offence.\"\n\nWith reference thereto I have the honour to forward also six copies each of:\n\n(1) A memorandum drawn up on the 19th December 1893.\n(2) A memorandum with appendices drawn up on the 20th January 1894.\n(3) Speeches by myself and Mr. Miller at the meeting of the 6th February 1894.\n\nThese three documents fully explain the case. Officer in Hong Kong (who recommended him strongly for this appointment). If this statement was correct I should not be surprised if further enquiry by the Air Ministry into Mr. Moss's experience lead to a decision that he was after all qualified to issue certificates of Airworthiness.\n\nWhen the question was raised with the Air Ministry they were sent a copy of his P/1 but that gives only the dates of his appointment and promotions etc, and we do not know how far they went into their own records.
