        "content_text": "## Enclosure 3\n\n**VISIT OF JAPANESE LIAISON OFFICER, MAJOR MATSUTANI**\n\n151\n\nMajor Matsutani, introduced by the Japanese Consul-General, Mr. Nakamura, accompanied by Japanese Language Officer, Lieutenant-Colonel Ishino, called on Major-General A.W. Bartholomew, C.B., C.M.G., C.B.E., D.S.O. yesterday morning. In attendance on the General were Colonel N.M.S. Irwin, D.S.O., M.C., and Captain C.R. Boxer, G.S.O.3(Int.).\n\nMajor Matsutani said that he had come from Tokyo via the Headquarters of the Army in Bias Bay to see the British Authorities in Hong Kong, and to convey to them the determination of the Japanese High Command to avoid by all means in their power any conflict with third powers, particularly with the British, and to express to the British Authorities the gratitude of his country for placing no obstacles in the way of the South China invasion. He stated that one of the reasons for the easterly direction of advance on Canton was with a view to eliminating as far as possible any danger of direct contact with the Colony.\n\nMajor-General Bartholomew expressed his appreciation of the sentiments conveyed by Major Matsutani and welcomed his assurance that incidents would be avoided. Major-General Bartholomew described to Major Matsutani the military precautions which had been taken on the frontier to meet such dangers as might arise as a result of the Japanese advance on Canton, and at the request of Major Matsutani agreed to hand over a map to be given to the Headquarters of the South China Expedition showing the exact sites on the frontier of our military posts. (This has been done) Major-General Bartholomew then asked Major Matsutani what were the Japanese intentions as regards the area immediately north of the frontier, and if it was their intention to send forces into that area either to mop up or for any other reason, he would be grateful if the Japanese Command would give him some warning as to when such movement was to take place.",

No. X/14870 (G)\n\n**SECRET**\n\nHeadquarters,  \nChina Command,  \nVictoria Barracks,  \nHong Kong.  \n26th May, 1938.\n\n8\n\nYour Excellency,\n\nI have the honour to forward herewith in continuation of my letter No. C.R.C.C. No. X/14870 (G) dated 28th March, 1938, to the Hon. The Colonial Secretary, a copy of War Office reply to wire referred to therein. From this it will be seen that there has been a change of War Office Policy as regards the degree of protection which should be given to petrol stores and, consequently, in itself the building by Asiatic Petroleum Company of a bomb-proof tank sufficient to hold the military requirements does not appear to attract the War Office. In any case I understand the amount of the War Office contribution would be of small importance in relation to the whole project, and that wider factors must be adduced to justify the cancellation of the existing project and the transference of the site from TSUN WAN to YAU TONG WAN.\n\nFrom the point of view of the Defence of the Colony there are three good reasons for locating the Asiatic Petroleum Company Petrol Installations and Tank Farm at YAU TONG WAN. They are as follows :-\n\n(a) The degree of protection against Air attack is considerably higher over the harbour area than over TSUN WAN. The protection accorded by the land defences has already been emphasised, but in addition, it may be assumed that risk of sabotage will be less at YAU TONG WAN than at TSUN WAN, which is in so isolated a position.\n\n(b) A road from KAI TAK to YAU TONG WAN would be of advantage in facilitating the movement of troops towards DEVILS PEAK.\n\n(c) Distribution of petrol and oil would be simpler in Peace and slightly more secure in War.\n\n| Point | Reason |\n| --- | --- |\n| (a) | Higher protection against Air attack and less risk of sabotage at YAU TONG WAN compared to TSUN WAN. |\n| (b) | A road from KAI TAK to YAU TONG WAN would facilitate troop movement towards DEVILS PEAK. |\n| (c) | Simpler and more secure distribution of petrol and oil in Peace and War. |\n\nThe matter has been referred to the Commodore who expresses the opinion that there would appear to be advantages in siting the installations within the defence line, but the proposal may not be acceptable to the Harbour Master on account of its proximity to the \"Dangerous Goods Anchorage\". I take it the latter is a temporary objection.\n\nIn view of the above observations it is recommended that the Asiatic Petroleum Company be encouraged to transfer their installations to YAU TONG WAN and such moral support as I can give to this and to the construction of a road from KAI TAK to YAU TONG WAN I will give.\n\nI have the honour to be,  \nYour Excellency's obedient servant,  \n(Sd.) Dispersion of small tanks splinter proof and incendiary bomb proof should be policy for minimising risks. Letter follows on these lines.\n\nIn view of above policy suggest A.P.C. will not be attracted by any amount of money War Office can offer and request you to inform company as to War Office policy for protection of petrol reserves.\n\nRe general policy for oil installations at Hong Kong agree with you that A.P.C. would be well advised to move into harbour area subject to naval concurrence but must point out that chief danger is air attack and that degree of A.A. protection afforded will be low.\n\nPage 10  \nPage 11",

        "content_text": "# Enclosure No.2\n\n18\n\n**SECRET**\n\nTO: TROOPERS\n\nFROM: FERVOUR HONG KONG\n\nNo. 26/3\n\nPlease refer to `99083` dated 13/1/1937 and subsequent correspondence. Proposal now being examined by A.P.C. for transferring projected installations from TSUN WAN to YAU TONG WAN just inside LYEMUN entrance because this latter site located within defence ring. A.P.C. prepared to consider building bomb proof tankage to meet our Mainland requirements provided extra cost of bomb proofing up to amount War Office prepared to spend on independent military storage is contributed by War Office, also provided local Government offer assistance in construction road along North side of Harbour from KAI TAK to YAU TONG WAN. There are advantages in these proposals both from point of view of Peace time supply and added road communication within defence ring. Considerable reclamation by A.P.C. will be necessary but if general scheme decided on that portion required by Army can, it is believed, be built within two years of decision. It is understood that the proposal would also interest R.N. possibly R.A.F. Will you therefore, decide if worth while to reverse previous decision conveyed in War Office letter No. `083/5984 (M.0.2)` dated 15th June, 1937, and to encourage A.P.C. to proceed with examination on understanding that some financial assistance by War Office as outlined above will be forthcoming.\n\nCipher Officer.\n\nHong Kong.\n\n28/3/1938.\n\n`C.R.C.C.
