The real intention is to be found in the passage I have worked in red pencil in Col Szelep's minute of 12795, and I am afraid that it was not accurately represented in para 3 of our despatch on that paper. Moreover, Mr Davies' recollection of the intention (see para of his private letter herewith) is perfectly correct. He felt that the off orders based on the despatch did not coincide with his recollection of what was suggested at his interviews with the Governor.\n\nThe intention of 12795 was, short, to relect Sec 4 of orders of 1890 thereby restoring Sec 4 of the Principal order of 1890 to its former condition. Under the section, so restored, whipping is allowed in addition to any other punishment for certain grain offences specified. To this section, so restored, was to be added a subsection allowing whipping (but not in addition to other punishment) on the commission of offences other than those specified in use of which would become subsec (1) of the new sec 86.\n\nI have amended the off order in red ink to show how the above intention should be carried out.",
