        "content_text": "# Convention for the Construction and Maintenance of a Lighthouse at Cape Spartel\n\n## Article I\n\nSa Majesté Schérifienne ayant, dans un intérêt d'humanité, ordonné la construction, aux frais du Gouvernement Marocain, d'un phare au Cap Spartel, consent à remettre, pour toute la durée de la présente Convention, la direction supérieure et l'administration de cet établissement aux Représentants des Puissances Contractantes. Il est bien entendu que cette délégation ne porte aucune atteinte aux droits de propriété et de souveraineté du Sultan, dont le pavillon sera seul arboré sur la tour du phare.\n\n## Article II\n\nLe Gouvernement Marocain ne possédant actuellement aucune marine, soit de guerre, soit de commerce, les dépenses nécessaires pour l'entretien et l'administration du phare seront supportées par les Puissances Contractantes au moyen d'une contribution annuelle dont la quotité sera égale pour chacune d'elles; si, plus tard, le Sultan venait à posséder une marine militaire ou marchande, il s'engage à prendre part aux dépenses dans la même proportion que les autres Puissances signataires. It is well understood that such delegation in no way affects the rights of property and sovereignty of the Sultan, whose flag shall alone be hoisted on the tower of the lighthouse.\n\n## ARTICLE II\n\nThe Morocco Government not possessing at present any navy, either of war or of commerce, the expenses necessary for the maintenance and administration of the lighthouse shall be defrayed by the Contracting Parties by means of an annual contribution which shall be equal in amount for each of them; if hereafter the Sultan should possess a military or mercantile navy, he engages to take part in the expenses in the same proportion as the other signing Powers. The expense of repairs, and, if need be, of re-construction, shall moreover be at his charge.\n\n## ARTICLE III\n\nThe Sultan shall furnish, for the security of the lighthouse, a guard composed of a kaid and four soldiers. He engages besides to provide, by every means in his power, even in case of war, either internal or external, for the preservation of that establishment, as well as for the security of the keepers and persons employed there.\n\nOn the other hand, the Contracting Powers engage, each so far as it is concerned, to respect the neutrality of the lighthouse, and to continue the payment of the contribution destined for its maintenance, even in the event (which God forbid) of hostilities breaking out either between them, or between any one of them and the Kingdom of Morocco.\n\n## ARTICLE IV\n\nThe Representatives of the Contracting Powers, charged, in virtue of Article I of the present Convention, with the entire direction and the administration of the lighthouse, shall establish the necessary regulations for the service and superintendence of that establishment, and no modification shall be afterwards introduced into those regulations unless by common agreement between the Contracting Powers.\n\n## ARTICLE V\n\nThe present Convention shall remain in force for ten years. About 6 p.m. on the 17th March the informers came again and stated that about half of the 28 junks had already arrived and discharged their salt. They requested me to come with them at once to catch the remainder, which they said would arrive the following day. I told them that I would give orders immediately to have steam raised on the launch, but that I expected them to deposit $100 to pay for the coal the launch would consume, in case of this third trip having no result. They left for Kongmoon city to procure the deposit required, but did not return. The next day I received a report from the Tide-waiter in charge of Gaemoon Station, to the effect that a number of salt junks could be seen behind the islands from the station hill, which commands the view over the Gaemoon and Tao Moon passes as well as some of the outlying islands, and that quite a number of junks were discharging salt in the Sze Hau Chung. This place, I should mentioned can only be entered by vessels not drawing more than five feet of water, at high water, and it is very dangerous to enter same as the salt smugglers are well armed there, the arms being brought off to the junks in sampans before the junks enter the Taomoon pass; whilst on their way to and from British waters the junks are without arms, as being caught with arms on board in those waters, would make them liable to the infliction of a heavy penalty on the part of the British Government. At 7.00 p.m. on the 19th March I received another report from Gaemoon Station informing me that the Tide-waiter stationed there had seized three salt junks and requesting me to send the Customs launch to Gaemoon to take them up to Konmoon.         "content_text": "60043\n\nJAPANESE ACTIVITIES IN THE PARACELS\n\n327\n\nChina station.\n\nThe historical summary in it may possibly prove of interest to you.\n\nYours sincerely,\n\nAccording to a report from the British Consul at Tamsui, steps were in progress on 19th December 1919 to fit out Japanese vessels in Formosa to fish for trocas shells in the Paracels. Further, it was reported in the press that the islands have no definite owner and would be annexed by Japan. Information to this effect was forwarded by the British Minister in Tokyo to the Commander-in-Chief, China Station via Hong Kong.\n\nThe following historical summary has been prepared by the Hydrographer, and is circulated for information:\n\nThe date of the first discovery of this group of islets and rocks by Europeans is uncertain, but from their situation it appears probable that they were fallen in with by the Portuguese voyagers who reached Canton in the early part of the 16th Century, and that they were already known to the Chinese at this date.\n\nThe name \"Paracel\" is probably a corruption of \"Parcel\", a Portuguese word meaning a hidden rock or shoal. The Chinese name for the group is the Ts'ihchow (Seven Islets) group.\n\nThe name is given as \"Farcels\" on Colom's chart of 1669 published at Amsterdam. The group has been repeatedly surveyed (merely as constituting a danger to navigation) by Captains Ross and Maughan, of the Indian Marine in 1808, by H.M.S. 'Rifleman' in 1865, and by the German men-of-war 'Freya' and 'Iltis' in 1881-83. So far as can be traced, however, none of these surveyors took formal possession of the group, which seems to have been regarded at that time as a dependency of Annam, being frequented by Cochin-Chinese for purposes of fishing etc. Formal possession does not appear to have been taken of the Paracels by any nation until Sunday, June 6th, 1909, on which date the Chinese ensign was hoisted on Duncan Island by Admiral Li Tsun of the Imperial Chinese Navy, with the Gunboats \"Fupao\" and \"Chinhao\". This action on the part of the Chinese Government was probably the outcome of their discovery earlier in the year that the Pratas group, about 360 miles N.E. of the Paracels, was being worked for guano by a Japanese Company, whom they dislodged on the ground that the group was Chinese territory.\n\nOn February 2nd, 1920, the British Minister in Peking was instructed that China should be encouraged to exert her sovereignty over the islands.\n\nIt is considered that although the Paracels seem unlikely to be of great value in the event of war, it is undesirable that Japan, under the cloak of commercial enterprise, should further extend her influence to the Southward by annexing a group of islands on the route between Hong Kong and Singapore.",
