        "content_text": "Hon. Colonial Secretary,\n\nYesterday I witnessed two floggings of 24 lashes each.\n\nI think the present system should be continued. I agree with Col. Stacpole that it is sufficiently severe, indeed I think it more painful than with the knots as every lash now tells.
