        "content_text": "Page 75\n\nThe Transvaal Government evidently considered the work worth, to them, considerably more than was eventually paid, and I can only think that their ceasing the payment is due to a misapprehension of the facts.\n\nYour Excellency,\n\n(IL) ELIT.\n\n22.4.09\n\n20.4.11\n\nOriginally it was intended that a very large migration business should be conducted from this Port and the services of the Harbour Master were requisitioned to \"superintend the fitting out or alteration in vessels employed in the traffic\". Now the only service required of the HM is to take the necessary steps for issue of Licenses under the Emigration Ordinance for steamers regularly employed on the run to Durban by the Shaha of Wines. I cannot see that the HM should receive extra pay for the work any more than for similar duty performed in respect of other vessels whose owners or agents want licenses for them under the Emigration Ordinance.\n\nHon. Col. Sealy.\n\n24.4.09\n\nSo long as the work is merely concerned with the issue of licenses I think the Harbour Master has not a legitimate claim looking to the terms of the original telegram. However this Government was asked to allow coolies from foreign ports to be repatriated direct without passing through Hongkong and agreed and gave effect to it by Silburne's Ordinance. It seems to me that Lord Ramsay's despatch is consequential on these facts, and we shall see no more coolies from S. Africa here. They have applied to cancel their lease of the Jaap also, and I have heard it said that the Boer Government intend to retain the balance of the coolies in South Africa.\n\n(14.) Col, Secly.\n\nThe Earl of Crewe,\n\nTim receipt of a letter stating that receipts from Liquor duties are not realizing expectations, trade is bad, there is little demand for land, and the revenue from opium has diminished and is likely to still further diminish.\n\nThe promised Opium contribution is not a Grant in Aid of Revenue, but a Compensation Grant in view of the loss involved by the policy of H.M.'s Govt. It is not reasonable therefore to base it on figures representing strict economy in administration and the postponement of pressing services and Public Works. If T.Ls. were considering a Grant in Aid, with the usual supervision thereby entailed over the details of revenue and expenditure, Lord Crewe would understand T.Ls' refusal to consider the matter without the complete figures for which they wait.\n\nBut in the actual circumstances, he cannot see the justification for further long delay, especially as a year has now elapsed since he made his proposals to T.Ls. for meeting the situation.\n\nI am therefore to request you to inform T.Ls., with reference to the letter from this Office of the 8th of Jan. 1909, that as the pledge of substantial assistance was given by ...\n\n2056-A, & B.
