Regn 100 has been revised, but I do not think the arrangement is contrary to the letter or spirit of that Regn, because the Office of Registrar is a composite one - he is Registrar of the Supreme Court, Registrar of Companies, Official Assignee, Official Administrator, Official Receiver, and Land Officer. W. Shepherd is Deputy Land Officer and M. Sangster is one of the Deputy Registrars. He differentiates from the other Deputy Registrars appointed to act for him.\n\nBy the arrangement reported to have been sanctioned by the Sec. of State, it began when W. Ackroyd, the late Registrar, was in office and continued until M.W. Wise, the new Registrar, took up the appointment. It appears from the Changes of Office sent to A.G.'s office on 28th March & 20th July 1892, and 8th July last, that the Sec. of State does not consider it contrary to Col. In my opinion 9 and the relevant point is to the exact rules of the Regs under which he has the allowance. No a draw back as it is needed for the lower tiers, I regret my inability to meet his wishes.\n\nTo send a serious copy of letter saying that we do not think it just to call on or to refund any part of the allowance received after the date on which he might not draw any part of the allowance previous to July 1st, after which the whole might be drawn.\n\nIrani Que wrote to Sir M. n. as agreed with the Col. Regn. There is no more house allowance for paying less than for paying; there is no reason for a rickshaw or horse allowance. I would recommend alteration of part of any part of the relevant Ceart.\n\nThe difficulty with Col. Regn. is that an officer drawing house allowance is being informed through our letter 446, allowance (through his Arwing in X. 1.). On the supposition that the allowance was available we approved of Dr. Koch drawing it, and this concession was of course intended to apply to the whole term of his acting appointment. On the other hand Dr. Thomson was told by Sir H. Blake that he could draw the allowance, and in view of his expenditure on this supposition a good deal spent in improving his qualifications, it would be hard on him to reverse Sir H. Blake's decision for any part of his leave. Under Col. Reg. 124 the Gov. can decide how much of his house allowance an Officer on leave may draw, and Sir H. Blake decided that he could draw the whole, no part thereof being required for the acting officer. He omitted, however, to report this to the S. of S.\n\nIn this particular case I think the only fair solution is to pay the allowance to both officers for the whole period in question. It is regrettable, but the fault is not ours. Mr. May is also to blame for not ascertaining the fact that Dr. Thomson was drawing the allowance, and not reporting the fact when he recommended that Dr. Koch should draw it.\n\nAs to Col. I am of opinion that \"the Treasurer cannot be held to be responsible for the details of the accounts of Store-accountants on the analogy of his responsibility in connection with the accounts of his own accountants.\n\nThe term \"Store-accountant\" and not \"Sub-accountant\" is to be regarded as being synonymous with \"Officer in charge of Stores affairs\" to thank. The Auditor is responsible for calling attention to any cases where adequate store regulations do not exist (Col. Regu. 173), and for reporting any failure in the observance of the approved regulations (Col. Regn. 886).\n\nThe onus falls as to whether investigations into irregularities should in the first place be undertaken by the Treasurer - a matter which I leave in each case to the decision of the Executive Council.\n\n(Signed) L.
