This block separates the Eastern & Western parts of Haiphong, between which the only connection is by Queen's Road (shown in plan) and unless the Colony is allowed to build a new road on land reclaimed from the sea in front of the military & naval buildings, the natural expansion of the business part of the Town Eastwards will continue to be prevented, & the overcrowded condition of the Western part will never be relieved.\n\nA large scheme of reclamation with a new road (Praya) in front of the sea, up to the western boundary of the North Barracks, is already in construction, partly at the cost of the Col.
