If any new private instructions have been given to Contractors or others to set aside this Government order. 2. If not, it is a high disgrace that Government should allow its servants to employ labourers on public work on a \"day of rest.\"\n\nI merely state what I saw almost under the windows of our Lieutenant Governor's house and opposite the house of the Registrar General and the Collector of Police &c., several Chinese workmen were employed in repairing the road; lower down the street, near the house of the Attorney General, and just outside Formosa, on the 24th instant, spoke the American brig \"Getes,\" whose gang of workmen were busily employed in setting up the large iron gates at the bottom of Gough Street.\n\nVox Populi is not admissible on the ground, amongst others, that the writer falls into the errors which he condemns. In addition—the letter is anonymous.\n\nJ. BOWRING,\n\nTo the Honorable COLONEL DUNLOP,\n\nThe Colonel issues the following Memo., attaching to it the Governor's letter, which requires that all the stolen property be forthwith returned to the Government Office:\n\n[No. 17—APRIL 29, 1857.]\n\nMemo. The undersigned offers notice that parties who have any articles which were taken at Cowloon will immediately return them to this Office. Officers are requested to state their names, or that they have returned all to this Office.\n\nBy order,\n\n(Signed) JOHN KING, Captain,\n\nTown Major.\n\nTOWN MAJOR'S OFFICE, 25th April, 1857.\n\nThe officers naturally felt annoyed at having such accusations made against them, and their several replies are amusing enough. They run thus:\n\n1. \"Have nothing—I never took anything.\"\n\n2. \"I have not stolen anything.\"\n\n3. \"I have not stolen anything.\"\n\n4. \"Seen.\"\n\n5. \"Not a legal question—stole nothing.\"\n\n6. \"Stole nothing.\"\n\n7. \"Stole nothing.\"\n\n8. \"Stole nothing: the two hats Dr. Bridges said there was no bar in taking. I have already returned.\"\n\n9. \"I have stolen nothing.\"\n\n10. \"Has stolen nothing.\"\n\n11. \"I took nothing away from Cowloon.\"\n\n12. \"I have not stolen anything.\"\n\nThis was not all; one of them afterwards wrote a letter demanding an apology under the threat of \"court of inquiry.\" We have not this intermediate correspondence, but the fellow who signs himself \"X X X\" in the China Mail, has said, so it has come to pass, the Registration Ordinance is progressing, and we have an altered and amended—if not improved draft copy of the Ordinance in the last Government Gazette.\n\nThe Band of the 59th Regiment will be performing to-morrow on the Parade Ground, weather permitting, at 4½ p.m., the following pieces:—\n\nMarch—\"Souvenir des Alpes\"—Leitzer.\n\nPolka—\"Jalve.\"\n\nSelection 4—\"Quadrilles Mouton.\"\n\nWaltz—\"Auf dem Lufte, Gung'—Strauss.\n\nGallop—\"Corsa\"—Kulorer.\n\nWe beg to return our sincere thanks to His Excellency Sir John Bowring Knt. LL.D. &c. for so kindly furnishing us with the precis of the contents of the papers taken at the attack on Cowloon, &c.\n\nBetween that and \"stolen\" there is a mighty difference in the minds of some people. We will illustrate the difference by telling the following story:—A Leith wine merchant whose business had been declining, and upon whom a strong desire for military fame just at the same time fell, was glad to take service with Don Pedro when he contended with Miguell for the throne of Portugal.\n\nIt would have been for him had he in the course of his universal acquirements stumbled upon the precaution of the good Chamundas; or had looked nearer one at the protector-te of Olyfe the hammer, when the community was governed without Laws. Back leginnion, however, was not suited to the busy, meddling mind of Wilmi le Teary. On the contrary, he conceived that the true wisdom of legislation consisted in the multiplicity of laws. He accordingly had great punishments for great crimes, and little punishments for little offences. By degrees the whole surface of society was cut up by ditches and fences, and quickset hedges of the law, and even the sequestered paths of private life so hemmed by petty rules and ordinances, too numerous to be remembered, that one now] could walk a large within the risk of having off a spring-gun or falling into a man-trap—\"Knicker\"-bocker's History of New York.\"\n\nTo the Editor of the \"China Mail.\"\n\nThe COVENT, 1st April, 1857.\n\nDEAR MR. F——\n\nMy wife (who can fight anticly for my peace of mind) derives her views of Hongkong politics from the Friend of China. Upon the ideas of the mild expositor of Sir John's responsibilities, she grafts a few of her own, and the following shortly shadows forth the result.\n\nWas Colony ever at such a pass\n\nWhat with poison, Sed riots, de dear that gas.\n\nA pretty large role of ill it will sum to\n\nThe taxes increasing, such a state the police in,\n\nAnd coolies refusing to carry our chairs;\n\nIf you'd know why this was, it is simply because\n\nThat horrid Sir John's authe Board of affairs!\n\nHe has truly thrown things in a terrible mix,\n\nAnd no wonder it is that with ge we are tow'ring;\n\nLa jury pays a,\" when the public\n\nWhy, who is the party to blame but Sir John?\n\nThe responsible man.—if your servants are capable,\n\nIf your carriage raptures, or child falls down stairs,\n\nFor sourbour, bad potatoes, or premature babi\n\nIs that dreadful old man at the head of affairs!\n\nJust look how he went and black-holed those poor bakers,\n\n(As it must be admitted they'd given you cause,)\n\nAl then four out Murrow & Co. to be breakers\n\nBy housing some coolies) of liberty's laws.\n\nFor struggling young orlenists ain't le a rush nares.*\n\nNor Christian nor Pagan is safe from his energet\n\nHet in happy to heap our dear chaplain's dham Gua\n\nThis cruel old man at the head of affairs!\n\nIf the ad come too late, or fire catches a chimney,\n\nIf our sleep is histure'd by a noisy cock,\n\nEve it a man-of-war strikes on a rock.\n\nf the sun is too hot, or the street lamps burn dim—nay,\n\nthe bugs at the school of St Andrew are lousy,\n\nOr the 59th Band plays unpopular airs;\n\nIf offcids are idle, or paracas are affils!\n\nIt's all the old as it the head\n\nBy his hobbies not only the clothes get se mangled,\n\n\"That buttons and darts take the wake of one's timiz,\n\nBut we're liable, too, in our beds t\n\nto be strangled,\n\nAnd he won't hang the man who emitted the crime.\n\nJould know how his sid yazilation\n\nIf he the load of ane's family rates,\n\nIncremes\n\nHe would practise (what I can't, fin enre) resignation,\n\nAnd put that dear end at the head of affairs.\n\n(Morita loquitur)\n\nAnd now. you've done, pray let me have a word to\n\n(That politics sextainly not a good hand)\n\nI would have you remember it's very absurd, to\n\nTalk about things that you don't understand.\n\nIf he'd three heads, His Cerberas, still be'd have reason\n\nTo say he's tough work to grizzle his air;\n\nAnd I really believe, in' you'll think it high tresom,\n\nWo might have a wote inan at the head of affairs.\n\n*Tron, WELDA.\n\nThe Hongkong Register.\n\nHONGKONG, TUESDAY, 26 APRIL 1857.\n\nRooms, where such documents as the government desires to make known are supplied for the use of all the papers without respect to party or color. It would of course be expecting too much from a man who was only a radical member of parliament any such liberality—that style of individual does not act in such a way. All his liberality is expended in clap-trap, and when the time of action comes, he is found to be nothing but a windbag—As for the Mail we could expect no courtesy from it in such a case.\n\nThe Coromandel returned to harbour on the morning of the 26th, from the survey of the rock on which the unfortunate Raleigh struck. The survey was made by Captain Bates, who was accompanied by Mr. Williams, Master of the state that so well known Raleigh, and when then for him.\n\nAs we are a day behind the for, thanks to our kind friends, the above firm, we think it unnecessary to republish the documents, but we call attention to the reasonable inference drawn by the\n\nThere is one drop of comfort in this bucket of filth—the Ordinance never will be carried out, not even when the gloss of novelty is upon it. There is no staff of officials to carry it out.\n\nWe may therefore rest satisfied that the minds of the Chinese will not be undermined by this Ordinance, and the only bad effect of it will be to disgrace a British Statute book. Spies there are, and will be—like other vermin they are useful and can be dispensed with; but the more we can do without them the better, and we hope never to see the day when the inhabitants of a whole colony shall turn spies, and no one however respectable be safe.\n\nThe Sampson has had an engagement with pirates near Mi-chin bay, to the South of the entrance of the Straits of Hainan. The steamer had followed them up to this place which it appears they have made their rendezvous for some time past.\n\nThe result of a sharp and successful contest was the complete defeat of the Pirates who were compelled to retire, having about 200 killed, wounded, or prisoners, in the hands of the assailants. We have not heard of any serious casualties to any of the Sampson crew.\n\nXI. A Chinese Houses shall be divided into things or Káp of Ten Houses each, wherein every Occupier of a House shall answer to Her Majesty for the good conduct of the occupiers of the other nine; and Occupier of a House shall be Kápcheong or Thingman to be elected by common vote of the said Tithing or Kap to that office, subject to the approval of this Government, and he shall be the proper Representative of the said Tithing or Kap, and be distinguished by some Badge to be appointed by His Excellency, and he shall hold his said office during one year; and no other person shall assume the title or badge of Kápcheong of such Tithing or Káp.\n\nXIV. It shall be the duty of every Occupier of House to report to his Kápcheong without delay, to the utmost of his skill and knowledge, all Cases, Suspicions of Crime, committed or to be committed, and respectively, for all the purposes of this Ordinance, to be aiding and assisting to the said Kápcheong in the execution of the same; and further, to do his utmost to prevent all crimes, felonies, and misdemeanours, and to apprehend all persons whom he shall find in the actual commission of the same.\n\nIV. It shall be the duty of the Kápcheong to communicate forthwith to the Registrar General all such reports as in Section Fourteen are mentioned, when the same are received by him; and likewise to report to him to the utmost of his skill and knowledge, all Cases, or Suspicions of Crime, whether reported from the Kap or not; and in all other respects to discharge the duties and exercise the powers of a Constable of the Police Force of Hongkong, so as the same are altered by this Ordinance.\n\nThis is the spy system on which the Ordinance rests.\n\nWe give below part of a correspondence between Sir John Bowring and the officers who were employed on the descent lately made on Cowloon, powerful in her armament and crew as the Sampson is.\n\nGovernment Office, 25th April, 1857.\n\nMY DEAR COLONEL—I have been quite shocked to hear that, among other things, the official sent were eiti- Register\" or \"Register's Advertiser, please address to the \"Printer and Publisher\n\nWe further learn that the Chinese captured have been given up to the Mandarins at Amoy, and that the Portuguese taken are to be handed over to the Macao Authorities.\n\nThe expedition to Chek-chun was accompanied by Mr. Wan and acquainted with only one of the inculpating facts by surprise. A large number of \"braves\" were found concealed in the city, and a few house before the attack.\n\nThere is no evidence that poisoning as an art has been practiced in China, and we search her annals in vain for a case parallel to that of Hongkong.\n\nThe pith failed through the dilatoriness of the mandarins sent for distribution among a portion of the attacked force, & quantity of a perennial creeper found on the hills of the central provinces. Its botanical character, as well as its precise physiological action, we have yet to ascertain.\n\nIts active principle appears to be highly volatile, and great exactness is needed in preparing it. Several of Mr. Markwick's gold wristlets were found concealed in a two watchkeys, a ring, and a gold watch and chain had also been pawned to pay a gambling debt, but were not in league with the police.\n\nThe expedition to Cowloon was accompanied by Dr. Bridges, Mr. Caldwell being confined to his room with illness and though the inslemency of the weather prevented it from starting till day light, several hours after the time contemplated, the soldiers were within a hundred yards of the fort ere the Chinese thought of even closing the gates.\n\nThe doors were instantly scaled, the gates opened, and the fort taken possession of, without the longest violence being used towards the Chinese.\n\nIt is said that not far from every poison tree the antidotes were ordered from the Pacific to join Commandant was of course in a state of great alarm.\n\nNOTICE TO MARINERS.\n\nShanglus, 23d March, 1857. (From North-China Herald, March 29.)\n\nNotice is hereby given, that in pursuance of arrangements made by the Chinese Authorities for the improvement of the navigation of the Yangtze Kiang, Eight patriotic Iron Nan Boyus have been moored between Chatela Island and Woosung. These have been laid down by M. GEORGE L.         "content_text": "200\n\nMUSEUM,\n\n4\n\nINDUSTRIAL Side Asylum, Edinburgh, a vase fashioned at the ordinary turning- SCOTLAND. lathe from the \"Boghead Cannel coal,\" or Torbanehill mineral, by one of the patients of the asylum, after a design furnished by D. R. Hay, Esq. From the Museum of Practical Geology, Jermyn-street, London, through Sir Roderick Murchison, a number of duplicate fossils, and a series of specimens illustrating Oxland's process for the separation of tin from tungsten.\n\nIn the metallurgical series the Museum has acquired by purchase from the East India Company a considerable number of examples of oriental metal-work. From the Royal and other foundries at Berlin fine iron castings. From Messrs. Elkington, Birmingham, electro-casts. From Cocker and Sons, Hathersage, the finer steel manufactures, springs, wires, rods, hackles, &c. From Messrs. Naylor and Vickers, Sheffield, who have dealt very liberally with the Museum, the commercial varieties of steel, steel tools, &c.\n\nIn the same series gifts have been received illustrating the stages in the manufacture of a chisel and of scissors from Mr. T. Turner, of Sheffield; from Dr. J. Ivor Murray, Chinese bronzes, enamelled copper, and chased silver; from Wm. Oliphant, Esq., Edinburgh, and Rev. J. Millar, iron implements of native African manufacture; from Mr. Joseph Gillott, illustrations of the manufacture of steel pens as practised at Birmingham; from the Royal Commissioners of the Exhibition of 1851 a case of copper nails, rivets, &c., manufactured by Bartrum and Pretyman, London; a case of steel and copper screws, by Henn and Bradley, Birmingham; wire gauze for paper-mills and flour-mills, by Nicklin and Sneath, Birmingham; a similar series by B. Corcoran and Co., London; a set of elaborately-finished saws by Taylor and Son, Sheffield: a large case of steel implements, files, pinion rods, needles, &c., from S. Cocker and Sons, Sheffield; sixty French watch and timepiece movements, by Japy, Brothers, Paris.\n\nIn the department of models, machines, and tools, the following objects have been acquired by purchase: a large and fine model of a gaswork, constructed to scale, under the personal superintendence of Mr. John Young, manager of the gasworks, Dalkeith, who has bestowed much pains and care on the model, and has secured its acquisition at a moderate cost. Oliphant similar objects from the Calabar African district. From Professor Balfour a Swedish distaff. From the Rev. Mr. Brown, a Madeira distaff, From Mr. P. Stevenson, Edinburgh, a Nooth's aerated-water machine. From Mr. Baildon, Edinburgh, a French gazogene. From Mr. James Bryson, Edinburgh, a comparative thermometer. From the Dalmionach Printworks, through Mr. M. Gray, blocks for calico printing, From Messrs. Glass and Elliot, London, a piece of the Atlantic telegraph cable.\n\nThe ceramic series, already tolerably complete, has been largely developed during last year. Besides purchases from Messrs. Wedgwood, Minton, Copeland, and other English and foreign potters, the Department of Science and Art has sent a large number of examples of ancient and modern pottery. The Royal Commissioners of the Exhibition of 1851 have made a similar gift of modern ceramic articles, including Chinese porcelain clays, and samples of clay-ware, illustrating the present state of the potter's art, in most parts of the globe. Dr. J. Ivor Murray has given specimens of Chinese carved pottery, of porcelain, and of Japanese ware. The Rev. James Millar and Mr. Oliphant have sent examples of African clay-ware; and an interesting suite of small but very faithfully executed facsimiles of red-clay bricks, tiles, drain pipes, and brown earthenware vessels, as manufactured and used in Scotland, has been most liberally made over to the Museum by Mr. David Methven, of Kirkcaldy. As you have said, I am about to leave the British and pass into the Chinese Empire. I have met no gentlemen so kind as the gentlemen of England. For this reception, more especially for the reception in Hongkong, I am grateful, as I know my friends and countrymen at home are grateful for the kindness that I have been honoured with during the last two years. I do not know that I can say anything better, nor anything which is nearer to my heart, now that I am leaving the British Empire, than to ask you all to unite in this sentiment: The perpetual friendship and alliance of the two great English-speaking nations of the world-England and America.\"\n\nThe General's toast was drunk by all the guests upstanding. Soon after, the ladies retired to the large drawing room, and at ten o'clock General Grant, the Governor, and the Aide-de-Camp, with Mrs Grant and Mrs Hennessy, proceeded to the vestibule, where every person on arrival was received and presented to the General by the Governor. These presentations lasted for more than an hour.\n\nThe guests on arriving were met in the hall by the Governor, and were presented to His Excellency by Major Palmer, A.D.C.; the Governor presented his guests to General Grant; Mr C. V. Creagh presented them to Mrs Hennessy, by whom they were introduced to Mrs Grant.\n\n## The Reception\n\nThe Government House grounds were brilliantly illuminated. On both sides of the numerous walks, slight bamboo frames had been erected, and cords, invisible to the eye unless carefully looked for, ran from one to the other all the way round, one cord three feet, another six, from the ground. Every four feet or so a Chinese lantern was suspended from the cords, these being fixed alternatingly on the high and low line. The effect was brilliant and beautiful and striking in the extreme, and the large company seemed greatly to prefer roaming about amid those thousand lights to staying in the Reception rooms. The Governor and Mrs Hennessy walked round frequently amid their numerous guests, His Excellency with Mrs Grant, and General Grant with Mrs Hennessy. The American Star, a large design in gas, on the north side of Government House, was greatly admired. The fairy-like beauty of the scene could scarcely have been enhanced. The lovely dresses of the ladies, the bright and varied uniforms of the officers of different nationalities present, the delightful music of the band, the merry laughter coming from various groups in different portions of the grounds, altogether made up a pleasing, lively and beautiful scene. It was not till nearly midnight that the company began to thin, and by a few minutes after that hour the guests had departed, the visitors were indoors, the lamps \"burnt low, and silence and darkness again assumed their sway. The gathering was in every way most successful, and every one seemed heartily to enter into the spirit of the occasion, and honour the General they had been invited to meet.\n\nThe following programme was performed by the band of Her Majesty's 37th Regt. Irving, Esquire, Gentleman, Magistrate for the said Colony touching the death of George Attewell, English, aged 30 years, L.S.3, who shot himself in the W.C. at No. 5 Police Station on the 12th March, 1912.\n\nHarold Macfarlane sworn:-\n\nMedical Officer in charge Victoria Mortuary. I held a post-mortem examination on 13th March, 1912, at 11 a.m. on a body who was identified as that of George Attewell P.C. 15 by Sergeant Grant. I found a bullet wound in right temple with an exit wound on left temple. The cause of death was a bullet passing through the brain. It would have been possible for deceased to have fired the shot. The bullet might have been such as the one produced (unfired).\n\nJohn Grant sworn:-\n\nAbout 3 p.m. on 12th March, 1912, I went to the latrine No.5 Police Station. I there found the body of deceased, sitting on the seat with the revolver produced held in his right hand. He had a wound through the head, and had the appearance of having been dead some little time. I found bullet produced 4 closets away on the floor. The revolver was cocked, one round in breach and 2 in the magazine. The shell produced was lying in front of the deceased. That was the afternoon when an enquiry was being held into the death of a man alleged to have been shot by deceased. Dr. Koch happened to pass a few seconds after I found deceased, and I called him in. I had deceased's body removed to the Central Police Station where I searched it. A156 Miller had been accidentally shot. I found the injured constable just being put into an ambulance outside the Charge Room door. He had a bullet wound in the abdominal region and appeared to be unconscious. He was immediately sent to the Q.C.H. and the hospital authorities were warned by telephone.\n\nIn consequence of what Inspector Fenton and E.P.O. A145 Stimson told me I then examined all the automatic pistols in custody of the Charge Room E.P.O., 21 in all. All were in their holsters and at \"Safe\". All were charged with magazines. Two pistols had a cartridge in the chamber and the hammer cocked. In both these cases, however, the trigger was at \"Safe\" so that no danger arose from the cocked hammers inasmuch as the mechanism was in order.\n\nI then examined pistol No. 2, the weapon with which E.P.C. A156 Miller had just accidentally shot himself. The pistol was charged with a magazine containing six cartridges, the trigger was at \"safe\". Removing the magazine, I cocked the hammer. Keeping the trigger at \"Safe\" I applied some pressure with my thumb to the back of the hammer. The hammer sprang to the firing pin and would have discharged a cartridge, had there been one in the chamber.         "content_text": "From E.P.C. A145 Stimson's statement it is evident that E.P.C. Miller put the magazine into his pistol, loaded the chamber, applied the safety catch and left the hammer cocked. The pistol, if in proper working order, would be quite safe. After putting it into the holster, he proceeded to put the holster on to his belt. The loops on the pistol holsters are rather small and some pressure is necessary to send the metal fastening of the duty belt through the holster loop. In doing this, E.P.C. Miller must have applied pressure to the hammer, causing it to spring to the firing pin and discharge the pistol, which the constable was holding near and towards his body.\n\nI have given instructions that the hammers of pistols in the Charge Room are not to be left cocked.\n\nIt would be safer for the men to remove the pistols from holsters when putting the latter on their duty belts. The leather cap of the holster of this particular pistol is missing. I am informed that, about eight months ago, an automatic pistol, possibly this one, was accidentally discharged at \"C\" in a similar manner.\n\nThere were no unfortunate results.         "content_text": "(15)\n\nSpectators stampeded in panic, as if being warned of danger, and simultaneously the soldiers got their arms from the slope, cocked rifles and the first shots rang out. Bullets were flying all over where I was standing, and I leaped for safety in through the hotel window, where I had to take cover behind pillars against the rain of bullets aimed at the hotel. The fire was immediately returned by the British and French naval machine-gun units posted along Shameen, followed by the Shameen's Police force in the Police Station and hotel, and was aimed entirely at the attacking military forces across the creek, which were said to be the Whampoa cadets under their Russian leaders. The procession proper had, when the firing started, reached the English bridge, and was therefore out of the danger zone. The actual firing took place between the French and the English bridges and was kept up by the Shameen defenders for about 10 minutes, while the troops on Shakee kept up intermittent sniping from the house tops for about an hour and a half after Shameen had ceased firing. The French gunboat stationed off the French Concession participated with about 8 shots from their heavy artillery, but these I was later told were blank rounds. The casualties on the Shameen side numbered one French civilian killed outright and two British civilians wounded. As to the casualties on the other side the figures are very conflicting, but must have been heavy.\n\nLater in the afternoon, when firing had ceased, I observed from the Shameen Police Station how the Chinese collected a large number of dead bodies, stripped off their clothes in a small side street just opposite and brought a photographer along to photograph the scene. It is, of course, superfluous to enlarge on the purpose for this action.\n\nIn view of the fact that the Canton Government immediately after the incident saw fit to notify the Consular\n\n(17)\n\nto a state of mind that they did not know what they were doing. Suddenly a shot was fired from Shakee Street, followed by a couple of others, and then a volley of shots, which was answered from Shameen. The first shots were unquestionably fired by the Chinese from Shakee Street and there was some delay in answering fire from Shameen.\n\nThe Bolsheviks had arranged the procession with both civilians and troops in order to create an \"incident\". The troops had to create the \"incident\" and civilians were used in order to present photographs of a peaceful procession and to give the Bolsheviks occasion to point out that there was no reason whatever to fire on an unarmed procession when the Shameen creek lay between the procession and Shameen.\n\nAs another proof of preparations by the Canton Government for the attack on Shameen, I may add that the machine guns used by the Chinese were in position on the tops of the houses opposite Shameen the day before the \"incident\" took place, and I have myself seen the marks of their machine-gun fire in the French Concession. As a matter of fact, the body of Mons. Pasquier contained no less than eight bullets, obviously from machine-gun fire.\n\nCANTON, 25th June, 1925.\n\n(Sd.) C. J. B. Apparently the whole of the 1916 Loan will be paid off this year, although it will not have to be till 1 Dec 1925. In present conditions in the market, it is quite likely that holders will be glad to reinvest. The issue of a new loan does not seem favourable at the moment, although we might have hoped to manage even here.\n\nI wish to send a telegram to the Colonial Office. Are there any outstanding subscriptions to the bonds which are liable? If there were, it is hard to say, but it is bad in principle.\n\nIf we adopt the suggestion (`512` of the Standing Committee, vide repeated), it should not be late.         "content_text": "## Weller St Elbr \n\nMr. Ellis. \n\nWhen you speak of repayment in 5 years, I presume you have in mind a clause similar to clause 4 of the War Loan Ordinance, 1916, enabling the Governor to redeem at any time after 5 years.\n\nIf we issued 5-year bonds for Hong Kong here, say 5 per cent Bonds at 99, the \"expenses\" of underwriting etc., would bring the net proceeds below 97, and the effective annual cost to the Government would approximate to 5 per cent.         "content_text": "## Telegram from the Governor of Hong Kong to the Secretary of State for the Colonies\nDated 21st June.\n(Received Colonial Office 7.30 a.m. 21st June, 1927)\n\nYour telegram of 1st June concerning loan with the advice of the Executive Council suggest local issue of a loan of $5,000,000 at 6% under conditions similar to War Loan Ordinance of 1916. $3,000,000 War Loan will be repaid this year and a good deal of this money would probably be re-invested in the new loan. There is a demand for local loan for trustee security. Estimated that $3,000,000 will be required this year which can be obtained at par and remainder next year.\n\nLocal loan avoids exchange difficulty and expenditure will be largely local.         "content_text": "## \n\nDear Ellis,\n\n4, MILLBANK,\nWESTMINSTER,\nLONDON, S.W.1.\n2nd June, 1927.\n\nWith reference to our conversation of yesterday relating to the proposal to issue a loan for Hongkong amounting to about £500,000, I enclose two copies of the draft model specific loan Ordinance which Hongkong should pass under the provisions of the General Loan and Inscribed Stock Ordinance No. 7 of 1913 as amended by Ordinance No. 16 of 1921.\n\nProvided the terms of the draft ordinance are closely followed and the number of the Ordinance is telegraphed as soon as it is passed, we could proceed to make the issue without waiting for the arrival of the Ordinance itself. The Colony should, however, forward copies by the first mail as they will be required for various purposes directly after the issue. If there is a local income tax, the Governor should make the necessary proclamation under the provisions of the Income Tax Ordinance that interest on loans payable to persons not resident in the Colony is subject to income tax.\n\nW.         "content_text": "# MODEL OF \"SPECIFIC\" LOAN ORDINANCE\n\nNo. of 19\n\nAn Ordinance to make provision for raising a Loan of Pounds Sterling for the Construction of certain Public Works and other purposes.\n\n## Preamble\n\nWhereas it is expedient to raise a loan of Pounds sterling for the purposes specified in the Schedule hereto; Be it therefore enacted by the Governor of Hong Kong, by and with the advice and consent of the Legislative Council thereof, as follows:-\n\n1. This Ordinance may be cited as **The Loan Ordinance**.\n\n2. The Governor is hereby authorised to issue debentures or stock or both under the provisions of \"The General Loan and Inscribed Stock Ordinances, 1913 and 1924\" to an amount sufficient to produce as nearly as may be the sum of Pounds sterling, and such further sum as may be necessary to defray the expenses of issue.\n\n## Application of Loan\n\n3. Room 29(2/11) Gaffoor Bldgs., Colombo dated, 11.4.44 - s/s CEYLON NO.1077/44.\n\nSummary:\n\nWriter describes the arrest of \"Mr. Kent, Mr. Hewson, and the storehouse staff.\" They were arrested at Aberdeen: changed camps several times: North Point Arguille St. Kowloon and finally taken to the camp at Thumsuipo (which was originally for Canadian troops). Writer was able to visit these Europeans only up to 25.1.42. After that he was allowed to visit the camp and see the Europeans from a distance of 200 to 300 yards. Writer and Indian storehousemen put together some money to purchase food etc. for the prisoners but do not know that it ever reached them. He left Hongkong in October, 1942.\n\nHe states that while the prisoners in Stanley were not required to do any work those in Thumsuipo \"and other places\" were required to do daily work particularly on the extension of the Kai Tak airfield at Kowloon.\n\nHe thinks that unless Hongkong is soon relieved the consequence to these prisoners will be serious. He doubts whether Mr Hewson could survive the life in the camp.\n\nHe states also that the Chinese in Hongkong were half-starved, pale and sick.",
