Powell.\n\n## Summary of News from the Far East\n\n### JAPAN\n\n#### TOKIO AND YOKOHAMA\n\nOur advices by this mail extend to the 7th Jan.; the French mail from London, Nov. 11, arrived out Jan. 2. The Japan Gazette supplies the following summary of the events of the interval :--\n\nIntense anxiety is said to pervade the councils of the Imperial Government at the condition of the nation and her resources. Paper remains at a severe discount, without prospect of improvement as hope of possible redemption daily grows less. This country, despite the lofty tone of independence assumed by some of the ministers and the larger portion of the Press, depends entirely for relief from existing pressure and inevitable bankruptcy to the extension of her trade. That course, however, would entail the abolition of numerous monopolies, and the monopolists who have grown fat and waxed rich at the expense of the nation are girding up their loins for a desperate struggle. Their fate is, however, assured. Japan's misfortunes may prove her salvation by awakening her rulers to the folly and wickedness of the obstructive commercial policy they have so long maintained. The rock upon which the vessel of State will split is the paper currency.\n\nThe prosecution of the Hong Kong and Shanghai Banking Corporation at the suit of the Imperial Customs for having unlawfully attempted to ship gold bullion concealed in cases of silver coin, heard in Kobe, is likely to be revived. An application was made for a special case for H. M. Court for Japan, which was granted and stated by Mr. Acting Consul Aston. The defendants demurred, on the grounds that no appeal could be made by the prosecutor from the decision of a provincial court acting in summary criminal jurisdiction, or that, if an appeal does lie it must be to the Supreme Court for China and Japan and not to this Court. Mr. Acting Judge Robertson gave his decision on Jan. 3, overruling the defendant's demurrers, and holding that the provincial court was right in stating a special case and that this Court had jurisdiction. This decision is clearly stated, and is regarded as consonant with the principles of justice and reason.",

The following are some of the instances of delay, as reported to this office by the American Consul-General at Shanghai:-\n\n\"On the 9th instant we telegraphed to Calcutta for gunny bags and on the 13th instant we received a notice from the Eastern Extension A. & C. Telegraph Company to the effect that Hongkong advised our telegram of the 9th instant to Calcutta had been stopped by the censor.\n\n\"On the 16th instant at 4.45 p.m. we received the following telegrams from London:-\n\n\"(1) Dated London 21 September 3.40 p.m. accepting goods offered August 25th. This telegram was held back from the 2nd to 16th instant, and loss of market has been suffered by us in consequence.\n\n\"(2) Telegram from London dated 4th September 1 P.M. ordering cargo for October shipment.         "content_text": "B-3-11-32 Mr Jameson 3/4 Mr Calder 3.11\n\nTHE COLONIAL SERVICE.\n\nConditions attaching to the appointment of Engineer Ship Surveyor, Marine Department, Hong Kong.\n\n1. Salary. £600 per annum in the scale £550 per annum rising by annual increments of £25 to £825 per annum full scale salary. Half salary will be paid from the date of embarkation, and full salary from the date of arrival in Hong Kong.\n\n3. The currency of Hong Kong is based on the silver dollar. For the purpose of payments in the Colony, salaries fixed in sterling are converted into dollars at rates fixed by the Government from time to time. The rate as from the 1st January 1932 has been fixed at the current rate of exchange, subject to a minimum rate of 1/- and a maximum rate of 2/- to the dollar.\n\n4. Partially furnished quarters will be provided if available at a moderate rent, or an allowance in lieu of rent will be granted.\n\nNew Leave and Passage Regulations have recently been introduced and are set out in Sections VII and VIII of the Hong Kong General Orders. (Copy enclosed for perusal and return).\n\n6. Pensions are governed by the Hong Kong Pensions Ordinance 1932 (copy enclosed for perusal and return). The normal age of retirement is 55 except in the case of ill health.\n\n2.         "content_text": "Upon his title to pension in respect of his Home service calculated separately and his Home Service / Salary in accordance with the provisions of New Pension Rules of the 31st July, 1920, framed under Section 7 (1) of the Superannuation Act, 1909.\n\nIn that event, it is proposed to incorporate a statement to that effect in the offer of appointment which will be addressed to Mr. Charlton and forwarded to you for transmission to him.\n\nThe P.A.G. of Hong Kong has reported that unless this appointment is filled, the ship survey work of the Colony may be held up without further delay, and a passage has been provisionally booked for Mr. Charlton on the 11th of November, upon which date it has been ascertained that he would be prepared to sail. South Wales.\n\n19th October, 1932.\n\nWith reference to our interview this morning, I beg to thank you for the offer of the appointment as Engineer Ship Surveyor to the Government of Hong Kong, and before finally accepting the appointment, I would ask your special consideration that the terms of the agreement be amended to embody the following proposals:\n\nAs I am now fully confirmed and established as an Engineer and Ship Surveyor to the Board of Trade and an Examiner of Engineers, I would, on appointment, be ready to carry out without further training such similar duties as may be assigned to me by the Government of Hong Kong. In view of the considerable economy in time and money thus effected and also in addition due to the fact that my wife and family are at the moment resident in Hong Kong, I would suggest as equitable in these circumstances that the initial salary be increased by, say, two increments.\n\nFurther, as in the acceptance of the appointment, I must resign my position as a permanently established Civil Servant, I would ask if it is possible to arrange that after a stated period of, say, two years' satisfactory service, I may be eligible for appointment to the permanent establishment. Mr. Lambert's appointment was reported in Sir Henry May's despatch No.298 of the 19th September, 1917. He has on two occasions acted as Government Marine Surveyor; he has excellent professional qualifications and, in addition, he underwent in 1929 a special course of training under the Board of Trade. I consider him to be in every way a suitable candidate for the appointment.\n\n4.
