For the first volume p. 259 he defines the Roman Congregations as follows: -\n\n\"Romæ Congregationes dicuntur Collegia particularia ex aliquot Cardinalibus aliisque viris præstantissimis in Urbe (Rome) constituta pro nonnullis negotiis curandis, discutiendis et difiniendis.\"\n\nAt page 262 he defines the nature of the Congregations of the Roman Congregation of the Faith:-\n\n\"Congregatio Propaganda Fidei... præest partes Infidelium... præest omnibus Missionibus in regionibus Infidelium et intendit... Missionum... prædita est amplissimis facultatibus siquidem ipsa Congregatio plurium aliarum officic complectitur, et constituit organum generale per quod Romanus Pontifex necessitatibus Missionum providet.\" \n\nThe present prefect of the Congregation is Cardinal Simsoni. To give you an idea in my way of viewing the matter I would liken the Sacred Congregation of Propaganda to the Colonial Office, and I would say, with something of the Foreign Office as the Propaganda likewise provides for the interest of the Catholic Church in England, declared...",
