        "content_text": "this is to Certify that M. &.18. Michell served as Chief Clark under me \n\nHarbour Master and Marine Magistrate at Honghong from the 8 day of August. 1854 to this date.  I found Mr Michell possessed of great zeal and intelligence, and intimately acquainted with every detail of his duty; and it is with great pleasure that I bear testimony to his unremitting assiduity. and the efficient assistance I derived from his Knowledge of all the duties of his office, \n\nIll health, I regret to say, obliges him to go to Europe for change of climate. \n\n(Signed) D.         "content_text": "Me to the consideration of Captain Mathius's application, which is the more immediate subject of the Despatch under reply.\n\nBut before utilising or being \"I have to report that there exists nothing within my knowledge to entitle Captain Wathing to free rations and quarters at the Public Charge, and suggest, that if these be allotted him, compensation in lieu of them, similar, and equally reasonable, demands will not fail to be made by every member of the Service.\n\nUnder these circumstances, therefore, excepting the members of the Police Force, and Mr. Smithers, inferior Public Officer, as Keeper of the Court House, I see no adequate reason for recommending a departure from the rule laid down in Lord Stanley's Despatch No. 23 of 31st December 1843.\n\nPage 12\n\nPage 16\n\nI have the honor to be,\n\nWith the highest respect,\n\nSir,\n\nYour most Obedient, Humble Servant,\n\nJohn M.
