        "content_text": "THE HONGKONG GOVERNMENT GAZETTE, 2ND MAY, 1863.\n\nAnd We do hereby further declare and ordain that from and after the same date the Dollar of Mexico or other silver Dollar of equivalent value as may from time to time be authorized by the Governor or Officer administering the Government of Hongkong shall be the only legal tender of payment (except as hereinafter directed) within Our said Island of Hongkong and its dependencies:\n\nAnd we do hereby further ordain and declare that such silver coins as may be issued from Our Mint representing some multiple of the Cent or one hundredth part of the said Dollar shall be legal tender of payment for any sum not exceeding two Dollars and such copper or bronze coins as may be issued from Our Mint representing the cent or one hundredth part or the mil or cash representing one thousandth part of the said Dollar shall be legal tender of payment for any sum not exceeding one dollar:\n\nAnd we do hereby further ordain and declare that the silver and copper coins to be issued from Our Mint as aforesaid shall be prepared as follows:---\n\nThe silver pieces of money shall be prepared of silver containing twenty per cent of alloy. Every such piece shall have for the obverse impression Our Effigy crowned, with the Inscription \"Victoria Queen\" and for the reverse impression an inscription indicating the value of the piece in cents of a dollar with the words \"Hongkong\" and the date of the year, and the same inscription repeated in Chinese Characters.\n\nA copper piece representing one hundredth part of a Dollar shall have for the obverse impression Our Effigy crowned, with the Inscription \"Victoria Queen\" and for the reverse impression the Inscription \"One Cent Hongkong\" with the date of the year, and the same inscription repeated in Chinese Characters.\n\nAnother copper piece representing one thousandth part of a Dollar shall be perforated in the centre, and have for the obverse impression the Inscription \"V.R.\" surmounted by a Crown, with \"Hongkong, One Mil\" and the date of the year, and for the reverse impression the inscription Hongkong One Cash or One Mil represented in Chinese Characters.\n\nNo. 44.\n\nGOVERNMENT NOTIFICATION.\n\nWhereas it has been reported to this Government that among the Pirate Junks infesting this neighbourhood and the Formosa Channel certain lawless Persons, English and American, are employed, it is hereby notified that\n\nA REWARD OF ONE THOUSAND DOLLARS\n\nwill be paid for such information as shall lead to the conviction, on trial before the Supreme Court of this Colony, of any such Person so associating with Pirates.\n\nInformation will be received by the Senior Naval Officer, H.M.S.         "content_text": "## SUNDAY LABOR IN HONGKONG HARBOUR\n\nno doubt derive gain and profit from Sunday labour, are they prepared to make some sacrifice in order that Sunday labour should be diminished here. As a matter of course, if a person works seven days in the week instead of six he will naturally make more money whether he works as a labourer or whether he is an employer of labour.\n\nCaptain Astrox--We do not get more money for working seven days.\n\nHis EXCELLENCY--With regard to those who are interested in Sunday labour, they necessarily make more money than they do by working six days in the week. Although there may be certain individual cases in this colony in which a person makes as much by six days labour, we shall find as a whole that if the seven days of the week were employed for labour and if remuneration were given for them instead of only six, naturally larger fortunes would be made and a greater amount of money amassed. Therefore the question resolves itself into this, whether those who gain by Sunday labour are prepared to make a certain sacrifice in order that Sunday labour should be to a certain extent diminished. In regard to the necessity of carrying on Sunday labour in this colony, I may say that there are no doubt more reasons which call for more work being done here than probably exist in many other places; and I would also remark that there is this difficulty in stopping the Sunday labour, which does not exist in many other parts, and that is that we have no Custom House. It is much easier where a port has a Custom House for a Government to close that Custom House, and by thus doing it practically, to a considerable extent, stops working on the day the Custom House closes.\n\nCaptain Asurox--We possess a Harbour Master's Office, where we pay light dues and where we clear, and it seems to me that if a law were passed here, the Harbour Master would be able to put a stop to Sunday labour as well as a Custom House.\n\nHis EXCELLENCY--Not so effectually as stopping work by the Custom House. Captain ASHTON--If a man wants to clear his ship, he has to go to the Harbour Master, and he has to do the same when paying his light dues, and if he wants a permit on Sunday for requisite labour he can go there.\n\nHis EXCELLENCY--I should be disposed to think there was more difficulty in stopping Sunday labour by means of the Harbour Office than by means of the Custom House.\n\nCaptain Astros--In every part of the world there is some sort of supervision, by a Harbour Office, Police, or Custom House. In some places a Custom House boat patrols the harbour; in Hongkong the Harbour police patrol. So far as the actual enforcement of the law is concerned, I do not think there would be any difficulty. I think the Custom House argument will not bear one moment's consideration.\n\nHis EXCELLENCY--Speaking from my knowledge of other colonies, I think that the mere fact of closing the Custom House has a great effect in interfering with Sunday labour. If it was opened on Sunday and work went on, you would have much the same state of things as here.\n\nCaptain ASHTON--As far as the general work is concerned, the Harbour Master's office is almost the same as the Custom House. You have to apply for a clearance; you cannot clear on Sunday.\n\nHis EXCELLENCY--There is a difference between clearing a ship and loading. Captain Asurox--If we had a law passed prohibiting Sunday labour----\n\nHis EXCELLENCY--That is another matter altogether. When a ship comes into port and finds that the doors of the Custom House are closed, and she cannot be discharged without the Customs clearance, that naturally stops Sunday labour. I cannot give you any promise that the Government is prepared to have recourse to compulsory legislation. At the same time, those concerned in the shipping interest who seriously consider they have a grievance, have their representatives whose opinion and the opinion of those who are in favour of diminishing Sunday labour can no doubt be brought to bear on those who live in England, who feel in regard to the Sunday as you do, and these can bring their influence to bear on their representatives here. I believe myself that in this way, by the voluntary action of those connected with the shipping interest, who are willing to make a certain amount of sacrifice to secure the observing of Sunday, sooner or later, what you desire will to a very considerable extent be brought to pass here. It will require time. It cannot be done in a day or a month or a year. It is a question that will require no little consideration, and in regard to which you must be content to move by degrees. At the same time I do not look on the result as hopeless, and I do not think that the reply of the Chamber of Commerce should be taken as a conclusive answer that nothing more could be done.\n\nCaptain Astrox--Thank you, Sir.\n\nHis EXCELLENCY--As I mentioned to you, Lord Knutsford conferred with the Governors of Hongkong and Singapore on this subject. Sir William Des Voeux, our Governor, will be back in a short time, and I am quite sure that he will be perfectly ready to listen to any arguments or any proposals that you may desire to bring to his notice. You will understand that placed in the position I am now, I could not take upon myself, pending his return, to promise that the Government would have recourse to legislation. I again repeat that I for one will be happy to take into consideration any proposals in regard to this matter that may be brought before me.\n\nThe question of Sunday labour is one of great importance, and if there is a general agreement among the members of the Chamber of Commerce, among those interested in shipping and in the community generally that it should be diminished--and the extent to which Sunday labour is carried on here is undesirable--I say, if there is an earnest desire and real co-operation, if the question is well followed up, I believe that some steps may be taken to secure to some extent the object you now desire to attain.\n\nCaptain ASHTON--Do you think that the Government is powerless to pass a prohibitive law?\n\nHis EXCELLENCY--I do not think the Government of Hongkong is powerless to pass any law.\n\nCaptain Asırrox thanked the Administrator for his kindness in receiving them, and the deputation retired.-(From `China Mail`). \n\nPage 33",

        "content_text": "# Enclosure 4.\n\n## REPORT OF CAPTAIN SUPERINTENDENT OF POLICE\n\nA Typhoon of extraordinary velocity struck the Colony on the night of the 27th of July. Coming as it did so soon after the heavy rains of the previous week, which culminated in a severe thunderstorm on the 24th, the damage done on land was very great, and most of the houses in the Colony suffered some damage. At \"Kingsclere\" Hotel, a chimney was blown down, which, falling through the roof, caused considerable damage, and the débris buried a European for some hours. I have received a letter from Messrs. Showan, Tomes & Co. thanking the Police for their \"splendid work in rescuing him\". The party was in charge of Chief Inspector Baker. A similar mishap in King's Buildings caused a collapse, which was doubtless made more serious by the presence of some heavy iron safes on the upper floors. Fortunately, no loss of life occurred. A number of old houses collapsed at Yaumati and Shaukiwan, resulting in 66 deaths. Several Mission houses in Cheung Chau were blown down. Trees suffered severely everywhere: telephones and telegraphs also. With the exception of the loss of the S.S. \"Ying King\", which foundered in Castle Peak Bay, the damage done afloat was not so serious as might have been expected. Several ships went ashore, including H.M.S. \"Whiting\", or dragged their moorings. Seven launches were sunk and seven went ashore. A water boat and several lighters were sunk. Three of the Police launches were damaged. They sheltered at the Naval Yard Camber with the kind permission of Commander Penfold, R.N. Many junks were reported sunk or missing. The total number of drowned and missing being 532, of whom 5 are Europeans and one a Japanese. The Secretary of the H.K. & K. Godown Company has written to tender thanks for the services rendered by Inspector Langley and the Water Police.\n\nThe crew of the H.M.S. \"Astroa's\" cutter gallantly rescued six Chinese and were assisted ashore by two Officers of the Middlesex Regiment and a Civilian. The Police in the Eastern District did good work under Inspector Fenton. Sergeants Clarke and Devney and P.C. Ogg received some injuries, and P.C. Pepperell, in charge of a launch, is suffering from Bronchitis in consequence of the inclement weather. Sergeant Boole, in charge of No. 1 Launch, fell overboard in the Naval Yard Camber owing to the launch heeling over from the impact of another launch, and was pulled up by Seaman 465 Lam Kun Hoi, just in time to avoid being crushed by a launch; this seaman deserves recognition for his prompt action. The Police had the misfortune to lose their Club matshed, which was completely wrecked.\n\n## Enclosure 5.\n\n### Botanic Gardens\n\n* Old Gardens.—A large proportion of the big trees damaged, several destroyed. A large quantity of shrubs blown out of the ground.\n* New Gardens.—Five large trees, including a palm tree, blown down.\n* Blake Garden.—Six banyan trees blown down, of which 5 can be raised; one blown into a neighbouring street and killed. Most of the young trees, planted during the last three years, destroyed.\n* Peak Garden.—Trees and fence damaged.\n* West End Park.—A few trees down.\n* Government House Grounds.—The large Poinciana at West of house killed; the two large banians in front of the house wrecked. Several other trees blown down or otherwise damaged. Garden shrubs much damaged.\n* Mountain Lodge Grounds.—...\n* Colonial Cemetery.—A large quantity (more than 200) of the biggest trees, especially pine trees, broken off and killed.\n* Loan Plant Compound.—...\n\n## REPORT OF SUPERINTENDENT, BOTANICAL AND FORESTRY DEPARTMENT\n\nSir, I have the honour to make the following preliminary report on the damage done by the typhoon of 27th-28th instant to Government property under my charge.\n\n### Buildings\n\n* Superintendent's quarters and quarters at So Kun Po Nursery slightly damaged.\n* Matsheds at West End Park, Kang Hau, Nga lu Tau, Kun Tong, and Colonial Cemetery blown down.\n* Plant houses in Gardens: roofs off Nos. 1, 2, 3, and 4. B3) 127\n\nEdward Jones.\n\nI have been acting as Assistant Harbour Master since Commander Beckwith went on leave in January this year.\n\nI am 54 years of age and have been in the Government Service for 25 years having spent the whole of that time in the Harbour Office.\n\nI am a Master Marine and my record hitherto has been blameless.\n\nMy post has always been that of a Boarding Officer except when acting as Assistant Harbour Master.\n\nI am Examiner of Masters and Mates for Certificates of Competency under the Board of Trade: the subject of examination are navigation and allied subjects.\n\nI have never been an accountant or had any training in accounts or book keeping.\n\nBefore 1911 I was never in charge of accounts, but in February of that year I was placed in charge during the absence on leave of Captain Taylor, that is, until November, 1912.\n\nFrom November, 1912, to January, 1913, I reverted to the post of Boarding Officer, and Commander Beckwith took charge of the accounts.\n\nIn January, 1913, Commander Beckwith went on leave and again I took charge of the accounts, continuing the system of checking which was in practice before I took charge in 1911.\n\nI checked the whole of the accounts of the Harbour Department every evening about 4:30 p.m. and in the morning between 11 and noon I checked the monies paid into the Bank by the Head Shroff.\n\nI have 36 account books to check: these books are kept by 5 clerks and 3 shroffs: the total revenue collected by the Harbour Department exceeds $500,000 annually.\n\nThe Department has 2 divisions, the Harbour Office proper on the first floor and the Junk Office on the ground floor.
