Les différences qui existent entre le taux de la piastre de Ninh Binh et celui d'Hanoi et d'Haïphong font que ces prix sont intérieurement à ceux de ces deux places. Les nombreux achats de boeufs faits dans le courant de ce mois ont élevé leur prix au Thanh Hoa et l'ont porté de 50 ligatures à 65 et 70 ligatures.\n\nL'industrie dans la province est fort peu développée, on ne peut guère signaler que dans le Phu Nho une fabrique de fers forgés, nécessaires à l'agriculture, et de lances. Les Muongs fabriquent eux-mêmes dans les montagnes des fusils à mèche de forme spéciale, mais en bien petit nombre et ne pouvant faire l'objet d'un commerce. Il en est de même de leurs soies (Pha Lao), peut-être d'une qualité supérieure à celle des Annamites et qu'ils ne semblent vouloir produire que pour les besoins de leur consommation.\n\nLe commerce du riz, le plus important de la province, se fait un peu à Ninh-Binh, mais surtout à Phat-Diem et à l'embouchure du Day. Ce dernier point me paraît appelé un jour à être l'un des points les plus importants du commerce au Tonkin et peut-être le grand port de l'avenir. Les jonques de mer si nombreuses qui font le cabotage entre toutes les côtes de l'Annam et le Tonkin, pénètrent dans les provinces du Delta où elles vont échanger leur sel et leur saumure contre le riz qui leur manque, par l'embouchure du Day où les agents des grands centres de commerce viennent acheter leur cargaison. D'un autre côté, c'est par cette voie seulement que pendant une partie de l'année les fortes canonnières peuvent remonter à Hanoi. Un chenal creusé facilement dans la barre du fleuve le rendrait accessible aux navires à vapeur de fort tonnage et offrirait au commerce de tout le Delta des avantages incontestables que ne saurait leur offrir l'embouchure du Cua-Cam.\n\nUn moment interrompus, par suite d'une baisse considérable survenue sur le marché de Hong Kong, les achats de riz ont repris depuis quelques jours dans la province.\n\nPar suite de ces achats, les riz, dont les prix courants étaient de 7 à 8 ligatures, se vendent 9 ligatures le picul.\n\nPendant cette saison, les transactions sur les cotons sont à peu près nulles.         "content_text": "that occasion, and should make every effort to put into execution in this country coercive measures for the trade in opium and its products, such as cocaine, &c.; further, as our present customs regulations have no power to restrict such commerce, it is indispensable that Congress should legislate with that urgency which the case demands in accordance with the clauses of that convention for the following:\n\n(a) That the importation of such drugs shall not be permitted except to legitimate concerns, druggists, pharmacies, laboratories, &c., and even then, only for therapeutic needs;\n\n(b) That the introduction of such compounds shall only be permitted through the custom-houses or customs posts of the same degree;\n\n(c) That the movement of such compounds through the post, as parcels or \"colis,\" shall be subject to the same supervision and restrictions as established in the customs regulations under paragraphs (a) and (b);\n\n(d) That the export of such compounds shall not be permitted;\n\n(e) That the \"colis\" containing cocaine, opium, preparations of opium (morphine, heroin, &c.), or their extracts, must be plainly marked externally with a printed or written description of their contents, in order to facilitate their rapid checking;\n\n(f) That the re-export of such products, in those cases where the conditions of the order have not been complied with, shall only be permitted to the actual sender and to no other;\n\n(g) That the export or import of the compounds in question, under any conditions except those permitted and provided for, shall be considered as contraband and subject to the corresponding legislative penalties.\n\nThe administration and regularisation of the traffic permitted in these compounds shall be subject to the Department of Public Health, which shall draw up the measures required for their application, being permitted to include at a later period any further measures which may have been found necessary in order rigorously to carry out the objects of the International Opium Convention.\n\nRio de Janeiro, July 29, 1920.\n\nTrue copy:\n\nLUIZ BORDINI.\nMATHIAS PÉRENE.\n\n1921\n15 March\n\nLast previous Paper.\n\nHONG KONG\n12071\nREC\nC\n12971\nREG MA 21\n\nWireless Mable rights in China\n\nThis copy comes with Br. We spoke.\n\n**Unnumbered**  \n16.7.41\n\nTo take the side issue of compulsory inoculation against cholera first, the civil medical and the military authorities are both agreed that compulsory inoculation would not necessarily be protective and would involve considerable expense and accordingly do not support the proposal. I take it that these views can be accepted.\n\nTo turn to the main issue, what action is to be taken against Mrs. Black and the other 8 women who have entered the Colony in transit and refused to leave, it will be seen that the Governor is still of the opinion that the wisest course is to refrain from action against the women concerned despite what is described in (1) as a \"more than usually grave case of defiance of the law\". The Governor in his decision appears to be actuated mainly by the fact that the agitation against the evacuation and in particular against the alleged discrimination shown in putting it into effect has been temporarily allayed and that action against Mrs. Black and her fellows would merely stir up the controversy once again. The G.O.C. does not accept these views and presses for action against Mrs. Black and the rest and considers that refusal by the Government to move against them has brought discredit on it.\n\nIt may be convenient at this point to give a general summary of the position of the British European women in Hong Kong as affected by the evacuation scheme. They may be roughly divided into the following categories:-\n\n1. Those who accepted the position and left the Colony for Australia or elsewhere.\n2. Those who were exempted from evacuation on the grounds that their services were essential to its defence.\n3. Those who were exempted from evacuation or allowed to return on the grounds that they were dependent on business in Hong Kong for their livelihood - See `(82)` and `(109)` on `740` file, Part I.\n4. Those who were subsequently admitted by Govt. to carry out work under the Govt. The case of Mrs. Mathias, Tax Assessor, is quoted.\n5. Those who refused to comply with the evacuation order and whom it was decided it was not worth while on military grounds to remove - See `(231)`a on `/40` file.\n6. Those who returned to the Colony on transit visas like Mrs. Black and then refused to leave again. Their numbers are small and in themselves would not... embarrassment.\n\nThe latter group are directly concerned in the present issue and the Governor is not in favour of proceeding against them. Against this course of action it can be said that they have defied the law, that they have broken their word, and that to leave them in the Colony will lead to another case of discrimination.\n\nAgainst this can be set the Governor's view that the case of these women has so far attracted no attention, to proceed against them would arouse controversy and revive the recriminations about discrimination which have been temporarily allayed.
