REGY\n\nSir,\n\nOn `92609/32`\n\nWith reference to your confidential despatch of the 22nd October, 1932, on the subject of the erection of a country bungalow at Fanling for the use of the Governor, I have the honour to inform you that on tenders being invited for the erection of the bungalow, the lowest figure offered for the house was $151,264, to which had to be added the sum of $11,500 for foundations already prepared. This figure was so greatly in excess of the estimates made by the Public Works Department (which were based on the only available data for Government buildings in that part of the New Territories) that I decided that it could not be treated seriously and instructed the department to call for fresh tenders at the same time making economies in the equipment of the bungalow. The lowest of the new tenders amounted to $84,031 and I was advised that no further reduction could be looked for, the main reason for the excess over the original estimate being attributed to the difficulty of inducing first quality artisans to work for normal wages at so great a distance from the amenities of town life.         "content_text": "## \n\nI have the honour to submit for your information and approval a statement of the circumstances connected with the construction of the new Government bungalow at Kowloon for the use of the Secretary for Chinese Affairs.\n\nThe history of the matter is briefly as follows. In 1929 the Finance Committee of the Legislative Council approved of the erection of a bungalow at an estimated cost of $80,000. Plans were accordingly prepared and tenders were invited but the lowest tender received amounted to $102,000 and the scheme was accordingly abandoned.\n\nIn 1932 the matter was again brought forward and the Finance Committee approved of the expenditure of $100,000 on the understanding that the bungalow would be constructed on simple lines. Plans were accordingly prepared and tenders were again invited. The lowest tender received on this occasion was for $84,031 but it was found that owing to the increased accommodation which it was considered necessary to provide the total cost would amount to considerably more than the sum approved by the Finance Committee.\n\nThe matter was accordingly referred to the Public Works Committee of the Legislative Council which in considering the sketch plans for the bungalow came to the conclusion that the requisite accommodation could not be provided for an all-in cost of less than $120,000. Even so the final estimate including out-buildings, furniture and garden amounted to $143,126 and accordingly before proceeding further with the scheme I laid the whole case before the Finance Committee which agreed unanimously that no further economies were practicable and that the construction of the bungalow at a cost of $143,126 should be approved. I therefore directed that the tender of $84,031 should be accepted and the work put in hand.\n\nIt is anticipated that the sum of $50,000 provided in the Estimates will, owing to the delay which has occurred, suffice for such work as it will be possible to complete during the current year and in that case the balance of $93,126 will be provided in the budget for 1934. If, however, the work should progress more quickly the Committee has approved of a supplementary vote for the required sum being taken this year.\n\nI trust that these arrangements will meet with your approval.\n\nI have the honour to be,\nSir,\nYour most obedient, humble servant,\nthe Governor, &c.",
