Blake, G.C.M.G., departed on Saturday to take up the Governorship of Ceylon. The farewell greeting that he got from the community of the Colony was such as to leave a lasting memory in His Excellency's mind of the feelings of respect and affection with which he is regarded by the people of this Colony. Unfortunately, the weather was not auspicious, for it rained steadily all day long and the streets were ankle-deep in mud. Sir Henry Blake was accompanied by Lady Blake and Sir John Keane, A.L.C. The party left Government House shortly after eleven o'clock, in chairs, and proceeded to the City Hall where a large assembly of the citizens had met to present His Excellency with a farewell address. Afterwards, they proceeded to Blake Pier and went by launch out to the P. & O. s.s. Malta by which they are to journey to Ceylon.\n\n### ADDRESS AT THE CITY HALL\n\nFor the occasion, St. Andrew's Hall had been decorated with palm, ferns, and flowers under the superintendence of Mr. W. J. Tutcher of the Botanical and Afforestation Department. A raised platform was placed at the upper end. The Governor's party rode from Government House to the hall by way of Albert Road, past the Government offices into and down Garden Road, and across Queen's Road. The route was lined by the Indian soldiers of the 110th Mahrattas and 93rd Burmas. On arrival at the hall, His Excellency, accompanied by Lady Blake and Sir John Keane, took up his central position on the dais, the assembly standing up meanwhile. When seats had been resumed, His Honour the Chief Justice, Sir William Goodman, wearing his robes, entered by the side door, accompanied by the unofficial members of the Legislative Council and the committee of the Chamber of Commerce as follows: Sir Paul Chater, Hon. The administration of a Crown Colony at a distance of more than ten thousand miles from the mother country cannot, even in ordinary times, prove an easy task. We realise that the difficulties attendant upon a peaceful and successful government of this Colony were increased during the earlier period of your Excellency's tenure of office by the disastrous outbreak in the neighbouring Empire, and we are glad to think that at this critical period the government of the Colony was in your able hands.\n\nIt is impossible in the brief space afforded us by an address to go into detail as to the various phases of your Excellency's administration, but we would specially refer to a few of the more important.\n\nDuring your term of office, the boundaries of the Colony have been extended from 27 square miles to 400 square miles, an increase which naturally adds largely to the work of administration, and we rejoice to feel that the disturbances and resistance met with in taking over the New Territory were promptly and decisively overcome, and that the population have since maintained a peaceful and contented attitude, indicating the satisfaction they feel with the system of Government it has fallen upon your Excellency to introduce and administer for the last five years.\n\nThe projects for the erection of various urgently needed public buildings, notably the new Post Office, have been accelerated through your Excellency's personal endeavours.\n\nAmong other questions which have engaged your Excellency's attention has been the extending of the road-system of the Colony, and in particular the opening-up of the New Territory by the construction of the main Tai-po Road.\n\nThe proposed Praya East Reclamation Scheme, the immense importance of which your Excellency was prompt to recognise and strongly advocated, has up to the present been found impossible of execution owing to difficulties with certain of the authorities in England, but we trust that your efforts to secure this desired expansion of the city will ultimately be crowned with success.\n\nThe burning question of the site for the Naval Dock Yard has been dealt with so recently that it is unnecessary here to go into details, but the protest made by the Colony against the Admiralty scheme was warmly supported by your Excellency, who fully recognised the injury it would entail upon the City of Victoria. But are not the Regulations themselves \"provisions made by virtue of an Act of Parliament\"? Unless the Act had been passed the Regulations could never have been made.\n\nFurther, it seems quite clear to us that the definition of \"enactment\" above referred to, excludes the various functions of the Governor of Hong Kong under the Merchant Shipping Acts 1894 to 1940. Thus Section 64 of the Merchant Shipping (Safety and Load Line Conventions) Act, 1932, enables that Act to be extended to the Colonies by Order in Council. It has always been considered that Hongkong was primarily being used as a repair base rather than as a shipbuilding centre for larger merchant ships. This would leave less labour available for shipbuilding, which may also be hampered through lack of materials.\n\n2. (a) Apparently out of some five or six ships damaged in January\n\n1942 which were taken to Hongkong, only one, the Kezei Maru (? g.r.t.) could be repaired there. We are not experts in things appertaining to shipping but it is difficult to follow the reasoning behind the latter part of the third paragraph of your letter to Jerron of the 31st May where you draw a distinction between the scuttling of ships under requisition and those not under requisition.\n\nTo us there is no distinction for the purposes under discussion. In my discussions with Moberly on this question he suggested that it might help in the consideration of the general problem if I set out on broad lines the principles under which this Ministry has worked in regard to the requisitioning and acquisition of vessels. \n\n4. Ships were, in general, requisitioned under either gross or net charterparties. In the case of the former the vessels were required to be insured against war risks, and compensation for loss by scuttling, to deny the use of the vessel to the enemy, was paid under this insurance. Under the net charterparties all risks, including those of war, were borne by the Ministry under indemnity and in these instances also compensation was paid for loss caused by scuttling for denial purposes. \n\nH. Grantham, and to the Secretary of State's reply in telegram No.589 of the 25th May, 1948, from which it would seem that there is some doubt as to the proper inclusion of the small craft item of 3 million odd Hong Kong dollars (about £200,000) attributed to this Ministry in the list of the outstanding liabilities of the Hong Kong Government arising out of the war.\n\nExamination of the various documents available in this Ministry discloses that on the 23rd October, 1947, the Director of Marine, Hong Kong, informed the Ministry that he had presented a claim to the Government of Hong Kong amounting in all to £377,200 (£143,950 on behalf of the Ministry of Transport, £180,850 on behalf of the Admiralty, and £52,400 on behalf of the War Office) in respect of craft handed over to the Colony by those Departments. It will be observed that the amount of the Ministry element in that claim is less than the amount mentioned in the telegrams under reference above. It is desired to bring to account all Ministry-owned craft lying abroad and to put on a proper footing those vessels which at the termination of hostilities were loaned to Colonial Governments and local Authorities in connection with rehabilitation. The question of the craft at Hongkong has been discussed with the Colonial Office who recommend that the matter is one for local consideration and suggest that those craft which are still essential to the public Authorities should be bought by the Hong Kong Government.\n\nWill you please approach the Hongkong Government on behalf of the Ministry, representing to them the desire of the Ministry to dispose of these craft and invite them to make an offer for the craft listed. I summarised the then known claims and pointed out those for which there appeared to be a legal liability on the Hongkong Government, whether or not the ultimate burdens were borne exclusively by them or not.\n\nAlthough I do not have the papers with me here (in Singapore), I clearly remember saying that I thought it would certainly lead to Court cases, if the Hongkong Government failed to pay the owners of requisitioned ships. That prophesy has come true; Deacon & Co., the leading firm of Solicitors here, has started actions against the Government on behalf of the shipowners concerned. Moreover the Government were, I believe, pressed hard on the subject in the Legislative Council during the debate on the Budget, which took place shortly before I arrived here a week ago.\n\nI am informed that the Financial Secretary, Follows, is to attend a conference in London in the very near future on the subject of compensation claims, in which the shipping claims will play a prominent part. The conference will also be attended by Nicols, the Colonial Secretary, who happens to be home on leave.\n\nYou may know all about this already, but, if not, I think you should be in the picture. My report has been taken out of a forgotten file and sent once more to London in preparation.\n\nI asked whether the Colonial Secretariat wanted any further talks with me on the subject of these claims, but we decided there was nothing I could add to what I had said last time. As regards the claims themselves, there does not appear at present any pressure behind those for small craft, but I have no doubt that the successful settlement of the large claims would awaken a host of small ones.\n\nIn Malaya it has now definitely been decided, I understand, to include denial action sinkings as part of \"war damage\" and compensation will be granted in accordance with the general war damage scheme, now at last in operation.\n\nYours sincerely,\n\n(Sgd.) In the form in which the story was put out the implication is that Russia has decided to supply China with the means to invade Hainan or Formosa, or at least to help to break the blockade. I assume you will have realised at home that this implication is entirely unjustified. The three ships involved are all complete wrecks. The two which have actually been sold, the \"Svirstroi\" and the \"Simferopol\", were caught in Hongkong under repair in 1941, when it was invaded by the Japanese. They were not sunk at that time by the British as denial action, since they were neutral ships but were damaged in subsequent bombing attacks. They have been beached in derelict condition ever since I have been in Hongkong. There have been long negotiations between the British Embassy in Moscow and the Soviet Government as to whether their loss was covered by the War Risks Insurance Office Policies which were in force at the time when Hongkong fell, but not at the time when they fell into Japanese hands and were damaged. Haigh can tell you the details of that affair.\n\nThere has also been some question of the payment of watchmen's charges. There is no question of these ships going to sea within months, if in years, and on an ordinary commercial basis they are fit for nothing but scrapping.\n\nShould this story receive publicity at home I think you would be well advised to inform the Press of the true facts.\n\nYours sincerely,\n\nD.F.
