        "content_text": "Hon. Colonial Secretary,\n\nI attach a tracing showing the area of land belonging to Government, hatched round the edge in red. The four houses referred to by the H. S. D. are shown cross-hatched in green.\n\nA rough valuation, based on the rateable value and deducting the value of the building, gives the following results:-\n\n  \n    House No.\n    Area. The lots are very shallow (30 feet) and it is therefore unlikely that the value of the houses will be enhanced by their reconstruction as the B.O. requires 25% of the lot area to be devoted to open space.\n\nIt may readily be gathered from the enclosed plan how great an improvement would be effected as regards market purposes if these houses were resumed. It will be seen that, except narrow outlets to Morrison Street and Queen's Road, the only frontage the market building will possess is on Banham Strand. Under such circumstances, the lighting and ventilation of a two-storied market will be a troublesome matter, entailing the sacrifice of much space. I have indicated on the plan a possible arrangement of the building, but it may have to be greatly modified when the detailed plans are undertaken.\n\n26th. September, 1910.\n\n(Sd.). Chatham,\n\nD.
