In fact, the non-graduate, Miss Newsholme, is senior to the graduate, Miss Bascombe, by 5 months only. The non-graduate, Miss Anderson, is senior to the graduate, Miss Brown, by 3 months only. The non-graduate, Miss Steele, is senior to the graduates Miss Stephen, Miss Curtin, and Miss Gray by 15-16 months.\n\n## 7.\nThe graduate mistresses do not dispute the fact that even the uncertificated mistresses may be good teachers. But in other professions, people are not allowed to practise at all, let alone be appointed to the highest positions in that profession, without the necessary professional qualifications. Therefore, the graduates maintain that, in appointment to the headship of the Belilios Girls' Secondary School, only those with professional qualifications as required for such posts in Great Britain, and almost everywhere in the world, should be considered.\n\nThe graduates wish to emphasize that they do not suggest that a university degree is the only qualification necessary for appointment to the headship of a Girls' Secondary School, but they maintain that it is an essential one.\n\nBriefly, the position is this.\n\nNon-graduates who in England could obtain a maximum salary of £342 receive more than this, namely £360 on first appointment in Hong Kong, and can rise to £950. In paragraph four of that despatch it was suggested that in the case of Legal Officers the initial salary should be subject to the rule which has been adopted for members of the Colonial Legal Service in Africa, viz. that an officer is allowed on appointment one increment in the scale for every year of practice at the Bar after he attained the age of twenty five, subject to a maximum of four increments and to the understanding that he remains for two years on the initial salary as so fixed. That suggestion was adopted and put into effect on the appointments of Mr. J. Whyatt (Mr. Ormsby-Gore's despatch No.69 of 12th February, 1937) and Mr. H. G. Davis, who would be fully occupied with the work at the Northcote Training College in Handwork and Geography. We also shall need urgently a replacement for Miss Hall, who retired before 1941, as there is no one qualified in art here with the exception of Mrs. Ashton-Hill, who again will be required for full-time work at the Northcote Training College.\n\nThe Cinderella of education in Hong Kong in the past has been Vernacular Schools. There were two Government Vernacular Schools, one for men and one for women, and in addition a District School in Un Long in the New Territories, Kowloon. In the last Annual Report dated March 1941, the Director had expressed his intention of increasing the number of Government Vernacular Schools. This also we have been carrying out as far as possible in the present conditions and now have four Government Vernacular Schools in being. We propose to open two more shortly, one in the old Indian School, as there are practically no Indians left in the Colony, and the other at the former Un Long School.\n\nThe Annual Report for 1940/1941 shows the intention to build large Government Vernacular Schools, but here again we are faced with the same position as in the cases of King's and Queen's College, a shortage of building material and I fear that it will be some time before we can get going on new buildings.\n\nI think this sets out fairly well our present position and intentions which I have tried to keep as far as possible on the lines foreshadowed by Mr. Sollis. We have branched out in one direction by subsidising five schools for the children of the fishermen and these have been particularly welcomed by the fishing community. That, I think, covers the whole ground and I should be very pleased if at some time you would let me have your reactions to our present position and, particularly, the question of staff. I am sending this as a S.-O. letter to you but will endeavour to have its contents translated into a more official letter probably to Mr. Gent.\n\nSince writing the above I have shown this letter to Walton asking for any further suggestions. Walton, by the way, is doing a very fine job of work and is on very good terms indeed with the Heads of the Grant Schools and is willing to go out of his way to give all the assistance he can.
