The **Portmaster Provincial Secretary** has at trust which has little to do and he has an Assistant. The post not requiring one so much as the latter officer - Indeed the necessity of having an Assistant Portmaster if the duties of the Department remain as they are now is open to question.\n\nThe three Clerks of Audit are advanced in years and will probably retire before long. His present salary is $2000 so that this post would be a promotion to him and a good officer deserves it.\n\n2467194 is a superior claim and he has little chance of promotion in the W. Indies where his salary of $2400 would be acceptable and who are at the same time suitable.\n\nAs of the general question, I am strongly in favour of filling all appointments by promotion rather than by the importation of outsiders. But there is something to be said for it when it is possible to do so, rather than delay the matter any longer.
