This document is those requisite before CAM can be cleared. In the case we endeavoured to fire the property of the Emigrant ship Doder but without success. \n\nI knew nothing of the Chinese Doder on board of the \"Tricolor\". When I examined the Cook's on the Tricolor, he was on board of the ship appointed by Me-hong on recommendation. I did not see any of the letters examined. If it is usual, it is permitted by Dr. Lizan at 20 to 25 cents a head.",

        "content_text": "Enclosure 2.\n\n452\n\nfor the patient's reception on arrival. I will telegraph in due course the name of the Steamer by which he will travel.\n\n1. As it appears improbable that Arther Loder's father, Mr. W. Loder, who resides at Bishop's Coundle, Sherborne, Dorset, is possessed of sufficient means to contribute to his maintenance, presumably it will become a charge on the rates. Should the Dorset Asylum desire any further information, I request that they may be directed to correspond direct with the Secretary of the Shanghai Municipality. Mr. Loder has also a brother, Mr. E. Loder, who is Secretary to the Sailors Home, Dock Street, London, E.\n\n5. I enclose copy of a letter from the Secretary to the Municipal Council at Shanghai relative to Mr. Loder's condition.\n\nI have the honour to be, My Lord, Your Lordship's most obedient, humble servant,\n\n[Signature: Bug] Governor, &C.",
