        "content_text": "# \nIti \n\n} \n\nSo \n\nmacht arm und macht reich, aber Niemanden glücklich, sagen die Chinesen und lassen sich nur schwer belehren, daß die Wissenschaft, die uns so weit führte, uns auch noch weiter bringen wird, daß sie keineswegs einer ethischen Seele entbehre, und daß auch die allerhöchste Moral und Weisheit von eben derselben Lehrmeisterin, der Natur, die dem nur schauenden Auge so materiell sich darbietet, den Menschen geschenkt werden wird, wenn diese denkende Menschen studiren.\n\nDie unerhörten Grausamkeiten und Ruchlosigkeiten, das Raffinement und System der Kulihändler freilich wirken nicht als eine Demonstration dieser erhabenen Doktrin, bestätigen vielmehr die Anschauungen der Chinesen, und tragen viel dazu bei, den Eindruck anderer übler Erfahrungen zu verstärken und den chinesischen Europafeinden Macht und Einfluß zu geben. Nicht mehr Kunst und Liebe am Verkehr des Volkes, sondern Furcht ist es, was die Chinesen noch halbe und kümmerliche Zugeständnisse machen läßt.\n\nZwar ist es vornehmlich nur das eine europäische Volk der Portugiesen und Spanier, welche den Kulihandel hauptsächlich von der Station Macao aus, gewerbsmäßig betreiben, aber andere Nationen werden mit hineinverwickelt und betheiligen sich jetzt – die Deutschen nicht ausgenommen – bereits in ausgedehntem Maße daran. Der Reflex dieser abscheulichen Schändlichkeiten fällt auf alle Europäer, die in chinesischen Häfen verkehren, gleichmäßig, und wirkt lähmend, zerstörend und demoralisirend auf die ganzen Handelsverhältnisse ein, wie sie mit Mühe und Zeit in China sich haben herausbilden lassen. Wie schnell und tief das durch solche Uebergreife geschaffene Mißtrauen und die unsägliche Schlechtigkeit, die dieser Menschenhandel erzeugt, wirken können, sehen wir an Afrika, dessen Küsten-Völker den Teufel weiß malen, den Verkehr mit Europäern dem Verrath gleich achten und ganz im Gegensatz zu den Binnenvölkern auf das verachtendste und feindseligste ihnen zu begegnen, für gebotene Moral halten. Es ist schon jetzt nach kaum zwanzigjährigem Verkehr hohe Zeit, daß die europäischen Regierungen im Interesse der allgemeinen Wohlfahrt und Humanität ihres guten Rufs und des ferneren Handels mit den Ostasiaten nicht mehr erlauben, daß deren anfängliches Vertrauen und Entgegenkommen durch Menschenraub und Verleitung der Behörden zur unergründlichsten Verrätherei durch Bestechung mißbraucht und definitiv verscherzt werde.\n\nWenn man lesen muß, daß die japanischen Behörden ein peruvianisches Schiff, mit Kulis aus Macao befrachtet, welches auf seinem Wege nach Callao verschlagen, in Yokohama einzulaufen gezwungen war, sofort in Beschlag nahmen, die Gefangenen nach China zurücksandten und den Kommandanten des Schiffs, einen peruvianischen Marine-Kapitän, zu einer ehrenrührigen Strafe verurtheilten, so fragt man sich, wie dies möglich ist, da doch monatlich Kulischiffe in den holländischen Häfen Ostindiens, in Mauritius und Reunion, ja selbst in der Kapstadt einlaufen und sich dort, Kohle und Wasser einnehmend, wochenlang aufhalten, ohne im Mindesten von den europäischen Behörden dieser Häfen molestirt zu werden. Entweder that die japanische Behörde zu viel, oder diese letzteren vernachlässigten ihre Pflicht. Und wenn wir gegenüber mancherlei Zweifeln nun weiter vernehmen, daß diese unsre europäischen Beamteten ganz ebenso berechtigt gewesen wären, gegen die Kulischiffer einzuschreiten, wie die japanischen, und daß die Thatsachen ebenso himmelschreiend in den Häfen europäischer Kolonien, wie in Yokohama gewesen, womöglich noch schlimmer, und die Japaner ihrerseits für den Präcedenzfall, den sie schufen, die vollste Anerkennung jedes rechtlich gesinnten Menschen verdienten, so müssen wir mit Beschämung auf die Indifferenz blicken, die bisher allgemein gegen die Atrozitäten des Kulihandels in Europa geherrscht. Freilich fragen wir weiter, wie es möglich sei, in China derartige gräuliche Frachten zu kontrahiren. Giebt es dort keine Regierung, keine Behörden, die ihre chinesischen Unterthanen vor Gewalt, Raub und Betrug schützen? Und wäre es nicht einfach, diesen die fernere Fürsorge zu überlassen?\n\nAbgesehen davon, daß ein solches laisser faire unsern civilisatorischen Bestrebungen kaum entsprechend und ebenso unklug als moralisch verwerflich sein würde, müßte die Kompetenz der Chinesen über europäische Schiffe in ihren uns eingeräumten, von ausländischen Statthaltern und Konsuln besetzten Häfen dermaßen erweitert werden, daß jeder Uebergriff ihrerseits sich rechtfertigte und der Weg zu einem entschiedenen Rückschritt im Verkehr zwischen den westlichen und östlichen Kulturvölkern gebahnt sein würde. Unsere Indifferenz, unser \"Laisser faire\" würde, mit Recht, sich in beschämender Weise strafen. - Beides aber ist nicht nur diese Indifferenz unleugbar vorhanden, sondern es fehlte sogar nicht an Aufmunterung und Unterstützung dieses unverhüllten Menschenraubs und raffinirten Sklavenhandels. Portugiesen betrieben ihn planmäßig mit voller Sanktion ihrer Regierung, und die holländische Kolonialregierung hat mehrfach dazu die Hand geboten, entlaufene Chinesen einzufangen und nicht in ihre Heimath, sondern wieder an ihre Peiniger auszuliefern. Ganze Frachten von an der javanischen Küste gestrandeten Schiffen wurden auf diese Weise für die Sklaverei behördenmäßig eingefangen und aufbewahrt, auch französische Kriegsschiffe haben sich in dieser Richtung hervorgethan, da sie im Dienste ihrer Seelenverkäufer einer Auslieferungsweigerung gegenüber ihre Breitseiten aufwachten. Ja, neuerdings beschäftigen die Holländer sogar Kulisklaven in ihren Kriegen gegen die Atchinesen. Ferner ist zu konstatiren, daß auch englische Hafenkommandanten, die unter ihrer Jurisdiktion mit Gewalt geraubten Chinesen sich zu befreien für nicht befugt hielten und selbst deutsche Konsuln, Rheder und Kapitäne sich in dieser Hinsicht Vorwürfen ausgesetzt haben. Erst neuerdings ist, hauptsächlich auf Anregung des in dieser Weise unermüdlich thätigen General-Konsul F. I. Sturz, eine Aenderung eingetreten. Derselbe hat wiederholt auch den deutschen Reichstag durch Petitionen aufgefordert, dahin zu streben, daß allen deutschen Schiffern bei Verlust ihres Bürgerrechts die Betheiligung an diesem Handel verboten sein solle, und somit in dieser Frage auf dem Wege der Kultur voranzugehen. Leider ist, was auch immer noch geschehen könne, zu diesem \"Vorangehn\" in gewisser Weise jetzt die Zeit verpaßt, denn die Engländer haben jenen Wink nicht an sich vorübergehn lassen und Ihrer Majestät Regierung hat nun ein Gesetz dekretirt, laut dessen wenigstens im Prinzip die Scheußlichkeit des Kulihandels, wie er von Seiten der Spanier, Portugiesen und Franzosen betrieben wird, als solche gewürdigt werden. Es darf hinfort kein Chinese unter Arbeitskontrakt von Hongkong in außereenglischen Schiffen und nach anderen als englischen Häfen überhaupt auswandern, und kein fremdes Schiff in diesem Hafen für den Kulihandel in Macao ausgestattet werden. Nicht minder hat die portugiesische Regierung ein Dekret gegen den Kulihandel von Macao aus gerichtet, vermag es aber bei der tiefen Korruption ihrer Kolonialbehörden ebensowenig dasselbe in Kraft zu setzen, als sie es in früheren Zeiten auch nur einen ihrer von England erzwungenen Beschlüsse gegen den Sklavenhandel auszuführen vermochte. So wird es uns denn nur übrig bleiben, zu gemeinsamen internationalen Maßregeln anzuregen, wie sie dem Sklavenhandel gegenüber gestanden, in Hongkong den Kulihandel für Piraterei zu erklären, wie dies in der That schon vom Richterstuhl aus geschah.\n\nEs hatten sich nämlich die in Macao eingenommenen Chinesen auf dem französischen Schiffe Penelope gegen Kapitän und Mannschaft erhoben und waren an die Küste angelaufen, wo sie sich zerstreuten. Einen dieser Kulis hatte die Schiffsmannschaft nachträglich wieder festgenommen und wegen Meuterei auf hoher See vor den Oberrichter Mr. John Smale gestellt, der ihn wider Erwarten aller Betheiligten freisprach. Er erklärte Meuterei auf hoher See für gerechtfertigt, soweit sie sich gegen Kulihändler richte, denn diese seien Piraten. Für wie ungenügend die englischen Maßnahmen, welche Engländern den Kulihandel gestatten, von eben diesem Mr. Smale noch gehalten werden, geht wohl daraus hervor, daß derselbe schon im Jahre 1868 Protest gegen die fernere Gestattung der Kulianfuhr selbst nach englischen Kolonien unter den noch bestehenden Reglements erhob, ein Protest, der aber nur zu einer Beruhigung der \"so heftig angeregten Frage\" von Seiten des Gouverneurs Veranlassung gab, da die chinesische Auswanderung nach den arbeitersbedürftigen englischen Kolonien ein viel zu wichtiger Gegenstand für alle Betheiligten sei, \"als daß sie vorzeitig nur auf leichte Gründe hin aufgehoben werden könnte.\" Bei den \"mangelhaften Reglements\" wäre allerdings, wie uns scheinen will, eine andere Beschwichtigung mehr an der Stelle und zu wünschen gewesen, daß das letzte Dekret der englischen Regierung weniger einseitig ausgefallen wäre.\n\nInsofern bleibt also der deutschen Regierung noch immer der Vortritt, durch Verbot der Kulifracht in deutschen Schiffen und Beschäftigung von Kulis durch Deutsche, soweit unbillige und gewisse Normativ-Bedingungen überschreitende Paßrechte und Sohnkontrakte dabei im Spiel sind, die Nothwendigkeit der erwähnten Maßnahmen zu demonstriren. Es würde dieses Vorgehen für unser Verhältniß zu den ostasiatischen Völkern, als politische Landmacht einerseits und als zukünftige Seemacht von wesentlichem Einfluß sein und von Seiten der Japaner und Chinesen nicht ohne Erkenntlichkeit aufgenommen werden.\n\n## \nAus den verschiedensten Berichten von Augenzeugen gewinnen wir durchweg die eine unerschütterliche Ueberzeugung, daß die Lehre vom \"freien Vertrag\" sich in diesen Regionen nicht bewährt.\n\nEin solcher freier Vertrag lautet zuweilen – wenn auch selten – unverfänglich, ist aber stets die unverschlossene Thür zu den ärgsten Mißbräuchen, und dessen Unterzeichnung wird, was das abscheulichste ist, von portugiesischen Beamten, von den Chinesen im gefangenen Zustande erzwungen und von peruvianischen oder spanischen Konsuln legalisirt und mit ihrem respektiven National-Wappen versehen in einer dem Chinesen unverständlichen Sprache aufgesetzt, denn das entsprechende, nicht gleichlautende, sondern von hohen Verheißungen voll chinesische Dokument, wird ihm weggenommen, sobald man auf See ist. Der Vertrag ist dann nur rechtskräftig vor Richtern jener Länder, die, meist selbst Plantagenbesitzer, den armen Kontrahenten als guten Ersatz für die früheren Sklaven betrachten und als rechtlos laut Kontrakt behandeln. Auf diese mehr oder weniger subtile Weise werden fast alle armen Auswanderer zu den unsinnigsten Kontrakten gebunden - von denen einige sogar den Passagier für irgend eine imaginäre Summe, die man ihm vom Paßgeld will erlassen haben, auf Lebenszeit zu blindem Gehorsam verpflichten! Und dies findet nicht etwa in Macao allein, sondern auch in Swatow, in Amoy, in Foochow statt, während nebenbei noch die Möglichkeit besteht, Leute aus den besten Verhältnissen mit Gewalt wegzukapern und unter Deck einzusperren. Letzteres geschieht und geschah namentlich in den kleineren Häfen mit so unerhörter Frechheit, daß Europäer in vielen Orten sich nicht auf der Straße blicken lassen dürfen, ohne Gefahr zu laufen, der allgemeinen Wuth zum Opfer zu fallen. Andrerseits sind - und anders ließe sich das Umsichgreifen dieses Systems auch nicht erklären - trotz der größten Erbitterung des Volks die chinesischen Unterbehörden den Emigrantenkapitainen in allem bis auf den Geldpunkt sehr günstig. Trotz der bindendsten Vorschriften von Seiten der chinesischen Regierung, die ja leider eher dem Fremden jede Vergünstigung vorenthält und ihn also zur Bestechung der Beamteten selbst erzieht und nöthigt, weiß der Kulihändler sich ziemlich gut mit Hafenpolizei und Douaniers zu stellen, so daß sie selbst Menschenraub straflos begehen können, da die phlegmatischen Herren von der Behörde beneidenswerthe lange Bedenkzeit zur Disposition haben, ehe sie sich irgendwie einzuschreiten entschließen. Es steht zweifellos fest, daß sie zuvor ihren Geschäftsgenossen, den fremden Kapitän, von einem beabsichtigten Besuch benachrichtigen, worauf dieser im Nothfall echappiren und mit seinem Hause den Hafen verlassen kann. So führte im Jahre 1871 ein Engländer in Ping-o unverrichteter Sache bei den Mandarinen Klage über einen spanischen Kapitän, der bereits gegen 20 Chinesen aller Stände geraubt hatte, denn obwohl man einzuschreiten versprach, war es dem Spanier - und dennoch möglich, über Nacht den Hafen zu verlassen. Sobald vom Land hört die Gerichtsbarkeit auf.\n\nDie chinesischen Unterbehörden stehen aber nicht allein im Sold der Kulihändler selbst, sondern werden auch von den Besitzern der Spielhöllen, die in allen chinesischen Häfen zahlreich und privilegirt sind, zu Konniviren bewogen, natürlich mit demjenigen Mittel, das mehr als tausend Redner werth ist, wenn es gilt, einen Chinesen zu überzeugen. Diese Spielhöllen bilden den Abschaum für alle mauvais sujets in China und die größten Schurtereien, wie sie kaum wo anders als in China erhört sind, haben solche Treibhäuser des Lasters zur Wiege. Was man immer den Chinesen Gutes in Bezug auf Fleiß, Nüchternheit und Sparsamkeit nachsagen mag, und nachzusagen verpflichtet ist, so ist doch gewiß, daß sie fahrlässig in materieller und moralischer Hinsicht, gleichgültig gegen das Leben, fatalistisch und spielwüthig sind. Es giebt deren, die im Opiumrausch (und das Opium potenzirt all diese Laster) ihr Vermögen, und sich selbst ihre Freiheit dazu verspielen. Ist alles dahin, so nimmt man seine Arbeitskraft auf Lebenszeit zum Ginjah (gegen eine schon gewohnheitsmäßig feststehende Summe) von Seiten der Bank und ist, wie das Unglück, mehr oder weniger Eigenthum des Spielhöllenfürsten, der über Kraft und Zeit des Verlierers von dem Moment an verfügt und zwar in so ausgedehntem Maße, daß er ihn einsperren oder anderweitig vermiethen - auf Lebenszeit - also thatsächlich verkaufen kann. Dies geschieht dann auch, und da Arbeit in China selbst nicht sehr hoch im Werthe steht, auch kein Chinese sich gern mit einem dissoluten Sklaven, den er nicht kennt, auf Lebenszeit belastet, während so großes Angebot freier Arbeiter ihm zur Disposition steht, so ist es natürlich sehr viel vortheilhafter, den fremden Kapitän, der eine Fracht von Emigranten für Zucker- oder Kaffeeplantagen sucht, zum Geschäftsfreund zu haben, der einem den Landsmann und Kompatrioten gern für eine gute Entschädigung abnimmt.         "content_text": "könnte es leugnen und wer würde nicht, so lange sich nicht zu einer rigorosen Umwandlung feiner Geschehnisse entschlossen hat, die das Naturrecht des freien Vertrags zu einem Menschenrecht veredelt und den verderblichen Opium - der ihm freilich von den Engländern aufgezwungen wurde - verbannt, die Regierungen Europas für verpflichtet halten, mit aller Energie der Wiederkehr der finstersten Missbräuche überwundener Kulturepochen vorzubeugen, wie sie hier die Bedingungen ihres Wucherns leider noch beieinander finden.\n\nLeiter regiert das Interesse mehr als billig die Welt. Wir werden von den Staaten, welche diese Kulis aufnehmen, kaum eine Änderung der Verhältnisse erwarten können. Man ist dort an die Sklaverei noch gewöhnt, derselben freiwillig zu entsagen noch kaum in der Lage, und nimmt die Kulis als Surrogat mehr als willig entgegen. Sind doch selbst die englischen Kolonien in Ost- und Westindien entschieden gegen ein Verbot der Kuli-Einfuhr aufgetreten; um wie viel weniger also werden die von Romanen bewohnten Länder Südamerikas irgend einer Regelung gern entgegensehen. Soeben erst erlässt der Staat Texas ein Gesetz, welches bestimmt, dass Einwanderer, welche einen im Auslande geschlossenen Kontrakt nicht halten, zur Zuchthausstrafe verurteilt werden sollen. Das ist gewiss eine Warnung für deutsche Kontraktlustige, denn tatsächlich besteht dieses Verhältnis für deutsche Arbeiter auf brasilianischen Plantagen schon seit einem Vierteljahrhundert, mehr aber als auf diese dürfte es auf die Kulis gemünzt sein, welche gerade das westliche Nordamerika als ihr Eldorado betrachten und dorthin mit einer Auswanderungswut sich drängen, die in den tollsten Zeiten in Deutschland nicht ihresgleichen fand.\n\nUm nur hinüber zu kommen, unterschreibt der unvermögende Chinese jeden Kontrakt, der ihm von einer der sieben großen chinesischen Kompagnien, welche dieses Transportgeschäft zwischen chinesischen Häfen und San Francisco betreiben und zwar nur auf den großen amerikanischen Dampfern, die auf jeder Reise an 800 bis 1000 solcher Leute mitnehmen, vorgelegt wird. Wenn auch diese Gesellschaften sich die Überfahrtskosten von 50 Dollars, wohl dreimal wieder bezahlen lassen, so machen sie sich doch keiner ausgesprochenen Gewaltätigkeit schuldig, so gewiss es auch ist, dass eine geheime Gerichtsbarkeit unter den Chinesen selbst in Kalifornien besteht, die in einigen Fällen sogar Todesstrafe verhängt und selbst im Stillen auszuführen weiss, und dass diese Gerichtsbarkeit vornehmlich im Interesse dieser Vorschussgesellschaften geübt wird. Diese Einrichtung scheint den Chinesen vollkommen zu konveniren und selten fällt es vor, dass einer der Herübergebrachten gegen die Gesellschaft Klage führte. Jedenfalls ist dieses nicht mehr Kulihandel, indem der zeitweilig verschuldete Chinese äusserlich ganz frei ist und seine Kräfte, wie ihm beliebt, verwerten kann, wobei er nur unter scharfer Beobachtung seiner Kreditoren bleibt, bis er seine Schuld allmählich abbezahlt hat. Es ist vielmehr ein gänzlich chinesisches Institut, bei dem kein Europäer oder Amerikaner beteiligt ist, auch bestehen dagegen Einwendungen nur Seitens solcher amerikanischer und irischer Arbeiter, welche die Chinesen wegen des geringen Tagelohns, den sie nehmen und wegen ihrer allgemeinen Anstelligkeit als Nebenbuhler hassen, und diesem Gefühl durch einen ausgeprägten Massenhas Ausdruck geben, der bereits mehrfache bedauerliche Ausschreitungen und ungerechte selbst grausame Behandlung der Chinesen hervorgerufen hat. Andrerseits finden Diese nicht nur Seitens der bereits sehr einflussreichen chinesischen Kapitalisten in San Francisco selbst, als \n\n4 \n\nauch Seitens der amerikanischen Kapitalisten und Arbeitgeber Schutz, wodurch dem bereits mehrfach versuchten Verhindern der Zufuhr derselben vorläufig wenigstens vorgebeugt zu sein scheint. Grösser ist in letzter Zeit der Widerstand gegen die Herbeibringung von chinesischen Frauen geworden und zwar infolge der Einmischung einiger frommer Gesellschaften, die Anstoss an der fast öffentlichen Versteigerung derselben unter den Chinesen nehmen, welche die genannten Gesellschaften sehr vortheilhaft finden, weil bis jetzt noch nicht 10 chinesische Frauen auf 100 Männer kommen und auf diese Weise sehr hohe Preise oft bis 1000 Thlr. für eine Frau bezahlt werden. Jene frommen Gesellschaften behaupten, dass viele dieser Frauen für öffentliche Häuser ersteigert würden. Bedauerlich wäre es, wenn auch aus diesem Grunde die Herstellung eines natürlicheren Verhältnisses durch die Herbeibringung einer weit grösseren Anzahl von Frauen als bisher erschwert würde.\n\nÜberflüssig ist hier zu bemerken, dass auf fast eine halbe Million Kulis, die sowohl in Peru als in Cuba seit 25 Jahren eingeführt worden sind, auch nicht eine Chinesin mitgebracht wurde, infolge wovon bei der Entartung, sowohl der Cubaner als der Peruvianer selbst, deren Sittenlosigkeit mit Einschluss ihrer Geistlichkeit bis ins Haarsträubende geht, diese unnatürlichen Zustände sich völlig entmenschlichend geltend machen. Der Transport von Frauen verbot sich an Bord von Schiffen, auf denen 500 bis 900 der Unglücklichen auf achtjährige Zwangsarbeit verschleppt, in enge, vergitterte Schiffsräume verpackt sind, von selbst, und wird sich so lange verbieten, als nicht mit energischen Gesetzesmassregeln und strenger Überwachung durch eine besondere dem Kapitän womöglich koordinirte Schiffspolizei gegen Fahrlässigkeit an Bord auf Emigrantenschiffen vorgegangen wird.\n\nDie Schilderungen dieser Gräuel an Bord sind zu peinlich, um sie wiederzugeben. Sei es gesagt, dass dort alle Entsetzlichkeiten der Sklaverei und der Folterkammern in der raffinirtesten Weise ihre Auferstehung feiern. Die grössten Entbehrungen sind selbstverständlich. Von Deck ausgeschlossen, in Schmutz und völlig putrider Luft, unter Eisengittern bei wahrhaftester Schweinekost (nennen doch die Chinesen, die selbst nicht entfernt europäische Begriffe in betreff der Reinlichkeit haben, diesen ganzen Handel: Schweinehandel) verbringt der Kuli die tropische Fahrt über den Ozean unter Seefrankheit und Ungemach. Jede Widersetzlichkeit wird auf das brutalste geahndet. So hängte man z. B. ohne grosse Provokation einen armen Kerl drei Stunden lang am Zopf an die Nagel bei bewegter See, und warf ihn, da er dieser Qual erlag, unregistrirt, unbesungen und unbetrauert über Bord den Fischen zu. Der Mann hatte eine Rede gehalten, was man ihm als Aufreizung auslegte und wofür man ihm den Mund auf ewig stopfte. Meist schlägt man, um sich einen Weg durch die Massen zu bahnen, blindlings mit Bleiknuten um sich und lässt etwaige Leichen im Raum bis zu gelegener Zeit liegen, wie tote Fische in einem grossen Prahm --- und dies sind Menschen, sind sogar vorzügliche Menschen, wirtschaftlich, spar- und arbeitsam! Drüben angekommen, versteigert man sie an den Meistbietenden und schlepppt sie auf irgend eine stille Plantage ins Inland, wo kein Hahn danach kräht, wenn sie von dort nimmer wiederkehren. Jedenfalls werden sie dort in einer Weise ausgenützt, die man dem früheren Sklaven gegenüber nicht anwenden konnte. Je näher der Ablauf der Vertragzeit, um so energischer arbeitet man auf die letzte Kraft des unglückseligen Chinesen los, dauert sie noch länger, schont man ihn anfangs und presst ihn erst zum Schluss aus - in jedem Falle ist der Kuli ein schwer betrogener Kontrahent und in den meisten \n\ntritt er, wenn er's überlebt -- dem Tode nahe, oder doch bis zum Tode geschädigt, als gebrochenes, ausgemergeltes, willenloses Skelett in den Zustand der Freiheit zurück, um alle Ausländer bis in seine Todesstunde hinein zu verfluchen und die Daheimgebliebenen durch seine schriftlichen Mitteilungen, deren er meistens fähig ist, mit Vorurteilen zu füllen, die durchaus berechtigt, sich früher oder später auf das Vorteilhafteste fühlbar machen dürften.\n\nDer Kuli ist nach Allem, was wir sehen und hören, ein Sklave - ein wertloser Sklave, wertlos insofern, als man nicht für seinen vollen Wert zu bezahlen braucht - was Wunder, dass er sogar noch schlechter behandelt wird, als der Neger. Er ist billige, spottbillige Ware. Wir haben es hier unterlassen, die Greuel ausführlich zu schildern, denen er ausgesetzt ist, und die, von Augenzeugen selbst hundertfach beglaubigt, instinktiv zur Ehre der Menschheit als unwirklich gedacht werden, da man in der Tat das Böse im Menschenleben schon ziemlich genau in seiner geheimen Rüstkammer kennen lernen musste, um zu ahnen, wie erbarmungslos zwei verschiedene Menschenrassen als Herr und Knecht, als Superkargo und Ware, als Spekulant und erschwindeltes Eigentum - man weiss, wie Schwindler spekulieren! - als spanisch-portugiesischer Matrose und mongolische Sklavenfracht miteinander verfahren. Man kennt doch Fälle, wo aus Kanonen mit Glasscherben unter die in Verzweiflung sich erhebende, verhungerte und verdürstete Masse gefeuert und die angeschossenen einfach über Bord geworfen wurden. Wer muss nicht innerlich wenigstens dem englischen Richter Smale Recht geben, wenn er diesen schrecklichen Handel für gleichbedeutend mit Seeraub erklärt und auf besondere Restriktionen und Überwachung der Kuliverträge dringt. Auf dem grünen Tische wird dergleichen kühl besprochen und in der „unnötiger Weise so hitzig angeregten Frage“ „beruhigend“ reagiert; wer aber wie dieser Richter Smale den Tatsachen Angesicht zu Angesicht gegenübersteht, oder ein wenig Bergegenwärtigungsgabe besitzt, um die Worte, die ihm derlei Schrecklichkeiten darstellen, mit Blut und Leben zu füllen, wird mit Energie Protest gegen die Fahrlässigkeit unserer internationalen Schifffahrts- und Handelsgesetzgebung erhoben wissen wollen, welche erlaubt, dass lebende Menschen wie elastische Güter verfrachtet und ihrer Freiheit beraubt wie verdorbenes Fleisch verschleudert werden sollen. Diese Menschenhandelsmoral ist wohl auf den Aussterbe-Etat gesetzt.\n\nÜberall, wo zwei verschiedene Rassen mit verschiedenen Anschauungen einander berühren, wird es besonderer Gesetze bedürfen, um das zu ersehen, was Verständnis und Sympathie in anderen Fällen tun, und um die eine Rasse vor Ausbeutung und Missbrauch durch die andere zu schützen, wenn anders nicht eventuell beide schwer geschädigt werden sollen.\n\nWenn wir nur dies durch die Kulifrage lernen und auf uns selbst anwenden, so lernen wir schon viel und haben allen Grund gehabt, dieselbe nicht zu unterschätzen.\n\nDas Kulihalten ist, wie aus Obigem hervorgeht, ganz ebenso verwerflich als der Kulihandel, und wie nur der Transport ganz freier Chinesen gestattet sein dürfte, so sollte auch ihr Engagement nur unter einem ganz freien Kontrakt mit womöglich gesetzlich festzustellenden Kündigungsfristen stattfinden können. Ein derartig bestimmt einschreitendes Gesetz scheint allein dem Missbrauch, der mit diesen gutgearteten, aber leichtsinnig vertrauensseligen Söhnen des himmlischen Reichs getrieben wird, steuern zu können.\n\nWenigstens müsste, wenn auch ein allgemeines Gesetz dieser \n\n5 \n\nArt vorläufig noch in weiter Ferne liegen sollte, Deutschland, das in gewisser Hinsicht durch die Wirksamkeit des Generalkonsuls Sturz die ideelle Initiative in dieser Frage zuschreiben kann, seinerseits unverzüglich vorgehen, um die gegebene Anregung über den toten Punkt der Indifferenz hinaus zu führen. Freut uns deshalb zu hören, dass die in voriger Periode nicht unbeachtet gebliebene Petition des genannten Herrn beim Zusammentreten des neuen Reichstags ihre definitive Erwägung finden soll.\n\nLeider sind die Deutschen nicht ohne Anteil an dieser Barbarei geblieben. Deutsche Schiffe sind wiederholentlich von Spaniern und Peruanern in Macao gechartert worden, um Kulitransporte nach Habana und Callao zu übernehmen, und einige deutsche Namen sind uns als vollziehende Konsuln in Macao, als Direktoren von Gesellschaften in Peru, als Plantagenbesitzer, Rheder u. s. w. genannt worden, die ohne Zweifel den Kulihandel betreiben und von demselben in seiner jetzigen unmenschlichen Handhabung Vorteil ziehen.\n\nUm so mehr also ist es erforderlich und um so mehr wenigstens ist es gerechtfertigt, dass von Deutschland aus ein Protest gegen diese Verunglimpfung des deutschen Namens erhoben werde. Ein solcher Protest ist eine moralische Strafe und verletzt niemanden als den, der es verdient; ein solcher Protest ist aber noch mehr; er ist die den Ostasiaten dargebotene Friedenshand zu einem Schutz- und Trutzbündnis gegen die finsteren Mächte des Schreckens und zügelloser Habsuchtsinstinkte, wo immer sie sich geltend machen sollten, und wird als solche von ihnen - wir zweifeln nicht daran - mit Dank angenommen werden.\n\nWas soll man aber zur englischen Regierung sagen, welche sich an der Spitze aller humanen Bestrebungen zu bewegen vorgibt, und unter deren Augen es möglich ist, dass die Glieder eines zivilisierten Volkes, wie das der Chinesen, welche fast durchweg lesen und schreiben können, und des tiefsten Gefühls fähig sind, in Demerara und auf Sumatra wie das liebe Vieh behandelt werden. Was soll man zu einer Regierung sagen, die ihrer Kolonistenaristokratie (freilich sehr fragwürdiger Natur, da sich die Söhne und Enkel transportierter Verbrecher unter dieselbe mischen), ihr Ohr leiht und auf Grund der grossen Sterblichkeit unter den Kulis eine erhöhte Zufuhr anregen und auf Grund des grossen Prozentsatzes der Kulis, die in Gefängnissen schmachten, diesen eine Entschädigungspflicht aufladen will.\n\nEs sollen die armen Chinesen, welche nach dem Gutdünken der die Gerichtsbarkeit ganz beherrschenden grossen Plantagenbesitzer in arbeitsloser Zeit eingesperrt werden können, diese so verbrachte Zeit nach Ablauf ihrer fünf oder achtjährigen Kontrakte ohne Lohn nacharbeiten müssen, falls sie überhaupt diese Periode überleben, was bei der systematischen Ausnutzung ihrer Kräfte gerade in den letzten Jahren ihrer Gebundenheit sehr selten der Fall ist. Dies scheint uns in Europa unglaublich, und doch sitzen die Urheber solcher Zustände abnungslos als die Blume der Gesellschaft mitten unter uns. Es sind die „absentees“, die Abwesenden, in Bädern und in der Gesellschaft mit Töchtern, Pferden, Equipagen, silbernen Servicen, fashionablen Diners hochangesehene Herren, welche das Geld eintreiben. Geld und immer wieder Geld soll der Verwalter aus der Kolonie nach Hause schicken und der Aufseher muss es fluchend den Chinesen abzwacken. Was aber sind ihnen diese?
