TXHILE it is not true that all criminals are victims of their circumstances-it is equally true that most are. Where there is poverty, overcrowding, and the attending chances of hunger and dirt, there the future criminal is born. While the direct duty of the Police is to anticipate the illegal progress of the criminal, society has so fashioned itself that at last, prevention is better than cure, is not just a solemn saw, but is reckoned good plain commonsense.
