If the dollar exchange rate against the European currencles is in fact unrealistic, attention to U.S. costs does not yet seem to have restored the dollar's competitiveness.
The problem is intractable; if it cannot be suffi- ciently tackled on the U.S. costs side it is in- soluble. The question of whether the dollar's exchange rate is realistic is not unmentionable.
