The acting Chancellor of the University, Mr Claude B. Bur- gess, today told the University Congregation about the Government's plans to create more land for Hongkong's teeming population.

He warned that by 1962-67 the number of men of working age will increase this is about double at the average rate of about 2,000 each month the rate at which it is increasing today. With various schemes already announced, Government has plans to make 1,300 acres available. "But clearly it does not meet our needs," he said.
