cate never made a football reforce”.. Those words were spoken recently in England by a prominent football personality who had been invited to address a meet- ing of referees at which the County Association was present ing cortificatos to whistlers who had just passed their Class One examination.

Before making the presentation the guest speaker talked soccer and soccer affairs with — to quote the report wisdom and eloquence, and many of those present found plenty to think about in his address.
