The record of Kishi's govern ment is rough.
In the past year there have been bills to increase the size of the military forces (originally forbidden by the post-war con- stitution), to control school teachers, to introduce "morat" education in the schools, and to give wider ut.more arbitrary powers to the police. (The last has been temporarily shelved.)
All these are designed to en- sure that the opposition's chances of gaining power lessened.

Such is the Japanese love of authority sad preference for having decisions made for them, that they would once againi allow a fotalitarian regime to grow up.
There is another side to all this. Among the young people of Japan there is an unco- ordinated mans who have learn- ed the lessons of democracy, and who are genuine lovers of pence.
Before Britain sends Prime Minister Kishi beaming on his way with a trade agreement in his pocket, I belleve we should make certain that these few will have a true volce in the running of their country.
