John Selwyn Brooke Lloyd is the most criticised British Foreign Secretary of the century.
The Labour Opposition sneers at his "incom- petence" and "ineffectualness." Cartoonists depict him as a snivelling dwarf. Even many of his own Conservative colleagues make no secret of their doubts about, him.
