Selwyn Lloyd Called Incompetent, Muddling

London, Dec. 1.

The Foreign Secretary, Mr Selwyn Lloyd, was using the "convention of secrecy" to conceal the incompetence and muddle of his arms policy, a Labour M.P. claimed today.

The Government had got itself into a muddle over ship- building orders that had now gone to Germany and Italy, the M.P. Mr James Callaghan claimed,
