Prime Minister Harold Macmillan said today that Britain rejected unilateral disarmament because the Communist military threat had not been withdrawn but was merely "held at bay.” Speaking at a banquet given by the Lord Mayor of London, Mr Macmillan said: "If that is to continue, we cannot relax our defences, or lower our guard, except on fairly balanced terms."
