Washington, Feb. 20.
The State Department spokesman said today that the Chinese Communists could protest until they were blue in the face, but the fact remained that they, and not the United Nations or the United States were the aggressors in Korça.
The spokesman, Mr Lincoln White, made this com- ment when questioned for the second day on China's announcement that it would withdraw all its troops from North Korea by the end of the year.
The State Department yesterday called on China| to follow its announced troop withdrawal by an agreement to achieve the unification of North and South Korea through free clections under United Nations supervision.
Mr Whtie was asked today f United Nations troops, the majority of whom are U.S. troops, would be withdrawn from South Korea after such elections had been held.

Mr White replied that if the elections were held, and if the situation was such that the United Nations forces would not be required in South Korea, a complete withdrawal would be "conceivable," but he would not
