Secretary of State John Foster Dulles, .at his news conference today, challenged Russia to reunify Ger- many as an act of good faith prior to any new "summit" meeting.
At the same time, Mr Dulles rejected Soviet Premier Nikolai Bilganin's call for an East-West summit conference within two or three months.
