NATO'S GROUND SHIELD FRAGILE CHINESE MISSION

Paris, Oct. 28. French General Jean Valluy, Commander-in-Chief of Nato Central European Forces, said here today that the Allied ground shield against any Soviet aggression in Central Europe was "fragile" compared with the opposing forces. But, he told a luncheon of correspondenta accredited to Supreme Headquarters Allied Powers in Europe, this disadvantage was counter-balanced by the air striking forces at the Allies' disposal.

The conventional infantry division of the last war had disappeared and the Communist forces were highly trained and, since 1968, had carried out exercises for nuclear warfare.

General Valluy said the bulk of the Soviet striking force was based in Eastern Germany, with its air arm in East Germany and Poland and airborne divisione further back ready for swift intervention.
