It was the twilight of China's first republican era. Piracies-it will be remembered-flourish when internal administration
is weakest and when the Van Heutz sailed past Bias Bay, bound for Swatow, civil war was again ravaging this vast land. Everyone in China would be too preoccupied to care about the hold-up of a foreign ship...or so the pirates thought.
