Festival of Hungry Ghosts, by Hugh Hickling $13,50 (Macdonalds, London) "Instead of under- standing others, at last we wanted only to be understood ourselves. That is the tragedy, and not all our technical skill can palliate it."

Is this the shell into which British

creeping?

Mr Hickling poses the thought in his latest novel about a British Colony in the Far East not Hongkong-and the men who govern it, caught in an era of change; men up to their neck in water-rising higher every minute-and inwardly concern- red about how, if possible with- nut buiging. they may avoid drowning.

Obviously, though, the new world which the Asian revolu- tion is creating will soon engulf Mr Hickling's unnamed colony.

The essentiat paradox of modern colonial policy, well lustrated in this book, is "that we are endeavouring to con-

struct a new Acions society, when our own is falling to pieces. Our only real hope is that the new East will join the old West, the democraile half of the

world. That is our only polley: a perilous dramatic surrender of sovereignty observed only by a few civil servants, better Llan-shin's many understood by Americans than her Englishmen and so full of risks
