UNCERTAINTY OVER
PRESIDENT'S
ELECTION PLANS
London, Jan. 22.
Uncertainty over President Eisen- hower's election plans raised British doubts today whether he and Sir Anthony Eden will be able to make a success of their Washington conference.
With the US election so close it would be difficult for the Big Two to deal with the touchy Taiwan issue, diplomats said, and even the urgency of a Middle East settle- ment could be complicated. The wisdom of timing the conference at the beginning of a year when the voters will take their own stand
on international issues was questionable.

Congress Urged To Step Up A-Plane And Missile Research
Washington, Jan. 22,- Government's top aviation
The research group urged President Eisenhower and Congress today to step up research on atomic-powered airplanes. and intercontinental ballistic missiles.
Dr. J. C. Hunsaker, chairman of the National Advisory Committee for Acronautics, said this nation's leadership in air power hinges on "the vigour and skill with which we press our funda» mental and applied research" In their fields.
The NACA chairman issued the warning in sending the Com- mittoo's annual report to Con- gress and the White House. He did not mention Soviet boasts implying that Russia leads both development of an atomic plane and the dread missile.
But he noted that the range
nuclear-powered "would be limited only by
plane the endurance of its human crew." The ballistic missile, the so-
af
called "ultimato weapon", would be nearly impossible for un enemy to detect, he said.
Slashed Further
Dr Hunsaker issued the Com- mittee report just one week after Mr Eisenhower submitted lile new budget calling for $79.7 million in new funds for the agency next year. This is $7 million MUTU than this year, and $22.8 million more than 1054.
Meanwhile, Air Force maga- zine, unofficial but authoritallve service
publication declared that the $18.9 billion budget proposed for the Air Force will fall short of providing the 137| combat-ready wings scheduled for June, 1957.(
It said the Air Force original- ly said it needed $20 billion to reach its goal. This figure was revised down to a "ressonable" $19 billion. But after Defence Department conferences, it said. the Air Force request Was alashed further to $10.5 billion.
It
Aviation Week magazine sounded a similar warning. said the new air power budget "falls miserably short in ment Ing the real needs of military air power in the critical areas of research, development, produo- tion and maintenance."
Problems Military
The magazine, an industry publication," said Congressional approval of the Administra- tion figure would "serve notice to the Communists that our military air power lo again on the decline and that our policy of armssive retaliation is being bullt
