In Atomic Devices
Washington, Dec. 14.
Some US atomic experts believe Russia's recent proposal to ban atom and hydrogen bomb tests is an admission the Soviet Union is behind the West in nuclear weapons and wants time to catch up.
One strategically-placed official considered it the "most poteni, untamed "quite probable" that a sizable number of Russia's atomic test devices have turned out to be duds. This is based on the relatively few Soviet explo- sions detected by the West.
