A rocket expert proposed today that the Government send up a "Saloon", an unmanned satellite that would rise into an orbit above the carth by means of a balloon and rocket power.
Mr Kurt Stehling, research expert of the Bell Aircraft Co., said his plan would provide a "rela- tively inexpensive" means of launching an earth satellite.
