Although German opinion is looking hopefully to the Four Power summit conference opening in Geneva on July 18, there are few German political observers here who believe that it will open the way to the reunification of Germany.
Dr Konrad Adenauer will be represented in the corridors of the conference hall by his most trusted foreign policy ex- pert, Herr Herbert Blankenhorn, who is permanent West Ger- man delegate to the Atlantic Council in Paris, and strictly speaking, has nothing to do with the Four Power meeting. But Dr Adenauer, in six years of rule, has developed such a highly personalised form of government that he tends to disregard the formalities, when it comes to getting the man he trusts to do the job he wants donë.
Herr Blankenhorn will take a fairly large team of experts from Bonn, Paris and the other Western capitals to Geneva.
