The impossibility of dealing with mass indiscipline is referred to by the National Dock Labour Board in their report for 1954, a year in which more man-days were lost through labour disputes than in any other year since the dock workers employment scheme was instituted in 1947.

The total number of man-days lost was 714,569, over 90 per cent of which was attributable to the dispute on the overtime ban in London last October and to the supporting action which followed at some other ports. The stoppage in Hull over the Du Pont tell nearly 2 points, discharge of grain by hand scuttling cost over 20,000 man-days. The balance of the time lost was due to local stoppages of brief duration.

The Commerce Department announced today an extra allotment of copper-base alloy scrap destined for West Germany.

It said current limitations, established in February, "have caused particular hardship to West German consumers, in view of their dependence upon the United States for the major portion of their imported supplies.

The new quota will permit scrap for the third quarter of shipment of copper-base alloy this yeaT.
