The Western powers will reject Russia's new bid-made by Mr Vyacheslav Molotov, Soviet Foreign Minister, yesterday to put off West German rearmament until an all-European conference on Continental security is held, diplomatic quar- ters said today.

Russia's new offer was announced yesterday in Moscow by Mr Molotov in an interview with Pravda, the Communist Party newspaper.
