The Soviet Union has formally proposed to the West that Com- munist China should be invited to the projected scientific conference next summer on peaceful uses of atomic energy, it was reliably learned tonight, It was understood that the proposition was put forward as one of a list of Soviet amendme ts to the resolution which the Western Powers have placed before the Political Committee of the United Nations General Assembly asking that the conference be called in Geneva.
Representatives of the seven Western Powers -- Britain, France, the United States, Canada, Australia, South Africa and Belgium met behind closed doors tonight to consider the Soviet amendments.
