The State. Department announced today that the United States was laying plans for an arms afd programme 'to Middle Eastern nations to build their defences against Soviet aggression.

A State Department spokesman, Mr Lincoln White, said that Egypt and Israel were among the nations under consideration for large arms ship- ments, but he declined to give a full list of other prospective recipients.

Mr. White said that the United States for some time had been considering measures for strengthening the Near East as a whole in the face of the threat of Soviet Communist military expansion.
