Washington is saying that buttressing S.E. Asia will mean a new drain of foreign aid. The truce brings some 'savings on arms aid to French and Vietnam forces but plans are being made to spend them.

The State Department favours American help to build "SEATO" new economic aid to (among other places) Laos and Cambodia; and spending money to make southern Vietnam as prosperous as possible, so as to give it the best chance to win if and when any fair elections to unite Vietnam are ever held.
