Rigid Exchange Rates Not A Sham Stability

Last year, Britain and some other countries were forcibly arguing that the IMF's rigid exchange rates were only a sham stability. Flexibility, they said, would allow gradual adapta- tion, whereas а fixed exchange rate builda up to some shock.
