The career of a British Cabinet Minister is staked on a House of Commons debate next Tues- day about the sale of 725 acres of land in the West England county of Dorset.

He is Sir Thomas Dugdale, 56, Minister of Agriculture. The land, at present the most con- troversial scrap of territory in the British Isles, is part of the late Lord Alington's estate at Crichel Down. Until a few months ago, the name Crichel Down meant nothing to the British public. Today it is a symbol of the battle of the individual against the bureaucrat.
