The Soviet Union today categorically rejected the Eden plan to reunite Germany under a freely- olected government and formally proposed to the Big Four conference that a provisional Govern- ment be created out of the present East and West regimes.

Mr Vyacheslav Molotov, Soviet Foreign Minister, in rejecting Mr Eden's plan, said this plan pald too much the attention to parliamentary institutions and to technical, organisational and procedural aspects of democracy.

According to a British spokesman, Mr Molotov said the Eden plan also neglected the important question of what results such elections might lead to.

Mr Molotov insisted that the organisation, pre- paration and execution of elections were a matter for the Germans themselves.
