Begins To

Move

By Sydney S. Campoll, Reuter's Financial Editor

The mountain of United States surpluses has already started to move. There may or may not be a long interval before it crushes anybody, but it is a real mountain. When Russia 'sells any- thing, people fear that there may be a lot more to come, because they do not know. When the U.S. sclls any of its surpluses, people do know. There have been several significant developments:

1. The sale of $20 million of } U.S. tobacco for sterling, 10 augment the stocks of 'British manufacturers, does of course Influence the world market-- so far as it goes, which là not regligible in the first "Inšianco and might be further later. The 12.00yth that elocks do not over- hang markets is belovell by the world's ch11 and not thared by the world's businessmen.
