ESTERDAY'S Council election remarkable, not for the final results, but by reason of the apathy displayed by the electorate. Mesara Bernac- chi, Lee, Woo and Au won well and worthily, but even they most feel a sense of disuppolnitment about the turn-out. Yesterday's poll, however, is salutary reminder that, franchise rights, like greatness, cannot be thrust on people. Nor is it a valid argument that becauso the Urban Council is regarded as comparatively insignificant segment of the Colony's legislative and administra tive machinery, qualified] voters could not find
