London, Apr. 20.
Colonint sterling balances continued to rise last year, but at a much slower rate than in the previous two years. This reflects the decline in Colonies' dollar earnings from raw materials.
Details of the Colonies' trading position with the dollar area are given in the United Kingdom Balance of Payments White Paper.
Their export surplus with the dollar area de- clined in 1952 to 325 million dollars, compared with 420 million dollars in 1951,

Iraq Running Race Against Time
Baghdad, Apr. 29.
Iraq is running a race against time. Victory means becoming the most prosperous State in the Middle East and a solid bulwark for a stable Arab world. Defeat means internal deterioration and capture by political extremists.
The race began when a non-political development board was set up in 1951 to invest Iraq's huge oil revenues on long-term projects aimed at restoring the country's ancient productivity.
